Agrarumweltpolitik im Transformationsprozess - Das Beispiel Polen

Description: Fragestellung: 1) Inwieweit werden im Zuge der Restrukturierung des Agrarsektors Belange des Umwelt- und Naturschutzes aufgenommen? 2) Worin bestehen die Anreize bzw. Hindernisse, dies zu tun? Hypothesen: 1) In der Phase der Transformation des Agrarsektors spielt die Umweltpolitik eine untergeordnete Rolle. Daher werden auf der institutionellen Ebene Strukturen geschaffen, die dem Umweltschutz nicht gerecht werden und eine spaetere Korrektur zugunsten hoeherer Nachhaltigkeit erschweren. 2) Die Umweltbelastungen durch die Landwirtschaft werden unter diesen Bedingungen wieder ansteigen. Praxisbezug: Die Arbeit soll einen Erklaerungsansatz fuer ablaufende Prozesse bieten und als Hilfestellung fuer Politikberatung dienen.
