Description: Das geplante Forschungsvorhaben verfolgt das Ziel, naturbasierte Lösungen (NbS) als wirksame Maßnahmen zur Klimaanpassung, Minderung und Biodiversitätssicherung systematisch für den Alpenraum zu erfassen, zu bewerten und übertragbar zu machen. Hintergrund ist die hohe Verwundbarkeit der alpinen Regionen gegenüber klimawandelbedingten Extremereignissen, Wasserknappheit und Biodiversitätsverlust sowie die begrenzten personellen, finanziellen und rechtlichen Kapazitäten vieler Gemeinden. Zugleich eröffnen europäische Rahmenwerke wie das EU Nature Restoration Law und die Biodiversitätsstrategie 2030 konkrete Handlungsspielräume.
Zentrale Forschungsfragen betreffen (i) die Bedingungen, unter denen Gemeinden NbS erfolgreich umsetzen können, (ii) typische Barrieren und Erfolgsfaktoren im Hinblick auf institutionelle, sozioökonomische und geographische Unterschiede, (iii) die Rolle innovativer Finanzierungs- und Governance-Modelle sowie (iv) die Entwicklung geeigneter Indikatoren und Monitoringansätze, um Wirkung, Kosten-Nutzen und Skalierungspotenziale belastbar zu erfassen.
Methodisch kombiniert das Vorhaben eine breit angelegte Bestandsaufnahme unter Einbezug bestehender Gemeindenetzwerke und kommunaler Verbände mit vertiefenden Fallstudien in ausgewählten Modellgemeinden. Hierbei werden standardisierte Befragungen, leitfadengestützte Interviews, qualitative und quantitative Analysen sowie die Entwicklung eines Indikatorensets eingesetzt. Ein parallel laufendes Monitoring stellt sicher, dass die Ergebnisse dokumentiert, in praxisnahe Produkte (Leitfäden, Checklisten, digitale Tools) überführt und über die Projektlaufzeit hinaus nutzbar gemacht werden.
Das Projekt stellt zudem eine Aktivität der Deutschen Präsidentschaft der Alpenkonvention dar und wird in enger Abstimmung mit dem Umweltbundesamt, dem Alpine Climate Board (Alpiner Klimabeirat der Alpenkonvention) und weiteren Partnern durchgeführt. Es leistet damit einen Beitrag zur Integration von NbS in Politik, Planung und Praxis im Alpenraum.

Title: NbS in the Alps - Pathways to the implementation and institutionalization of nature-based solutions in Alpine municipalities
Description: The planned research project aims to systematically identify, evaluate, and make nature-based solutions (NbS) transferable for the Alpine region as effective measures for climate adaptation, mitigation, and biodiversity conservation. This initiative is driven by the high vulnerability of Alpine regions to climate-change-induced extreme events, water scarcity, and biodiversity loss, as well as the limited human, financial, and legal capacities of many municipalities. At the same time, European frameworks such as the EU Nature Restoration Law and the Biodiversity Strategy 2030 open up concrete opportunities for action.
Key research questions concern (i) the conditions under which municipalities can successfully implement NbS, (ii) typical barriers and success factors with regard to institutional, socioeconomic, and geographic differences, (iii) the role of innovative financing and governance models, and (iv) the development of suitable indicators and monitoring approaches to reliably assess impact, cost-benefit, and scaling potential.
Methodologically, the project combines a broad-based assessment-involving existing municipal networks and local government associations-with in-depth case studies in selected model municipalities. This approach utilizes standardized surveys, guided interviews, qualitative and quantitative analyses, and the development of a set of indicators. Concurrent monitoring ensures that the results are documented, translated into practical products (guidelines, checklists, digital tools), and made available for use beyond the project’s duration.
The project is also an initiative of the German Presidency of the Alpine Convention and is being carried out in close coordination with the German Environment Agency, the Alpine Climate Board (Climate working group of the Alpine Convention), and other partners. It thus contributes to the integration of NbS into policy, planning, and practice in the Alpine region.
