Description: The Third UN-Conference on the Law of the Sea (UNCLOS III) produced a Convention which brought two new ownership regimes: the 'Exclusive Economic Zones (EEZ )' and, for the sea-bed area beyond EEZ, the 'Common Heritage of Mankind'. Both require management tools going beyond traditional economic theory. The Report is an effort in this direction, based i.a. on Girarini's 'Dialogue on wealth and welfare' to the Club of Rome. It shows present applications of the theory of wealth and welfare in ocean environmental accounting, reviews existing marine resources data and develops a programme for a more adequate accounting of the contributions of oceans to wealth and development. Follow-up is being prepared.
