Kooperation in der Europäischen Raumentwicklungspolitik

Description: Der auf der Gemeinschaftsebene informal geregelten Kooperation der Organisationen und Arenen in der Europäischen Raumentwicklungspolitik fehlt eine ausreichende Entscheidungsfähigkeit, um eine nachhaltige Entwicklung der Europäischen Union wirksam unterstützen zu können. Der auf Grund heterogener Interessen formulierte Formelkompromiss einer gemeinsamen, aber auf der Gemeinschaftsebene dennoch nur informalen Zusammenarbeit führt in eine Entflechtungsfalle und hat in der Implementierung keinen Bestand. An seine Stelle tritt dort eine vorwiegend gemeinschaftliche Kooperation. Deren institutioneller Kontext ermöglicht eine Intensivierung der Raumentwicklungszusammenarbeit, konfrontiert deren Akteure jedoch auch mit den etablierten Gemeinschaftspolitiken und insbesondere mit den formalen Regeln der Strukturfonds. Statt der Entflechtungsfalle droht nun eine Instrumentalisierung der Raumentwicklungspolitik durch die Strukturfondspolitik. Um die Umsetzung der im EUREK formulierten Raumentwicklungsziele nicht zu gefährden, ist die Entwicklung geeigneter formaler Regeln der Interaktion für die Europäische Raumentwicklungspolitik auch auf der Gemeinschaftsebene notwendig.

  Description: At the Community level informal the regular cooperation f the organisations and arenas in the European regional development policy lacks a sufficient decision-making ability, in order to be able to support a sustainable development of the European Union effectively.
