Quo vadis Beteiligung - Bewertung von Partizipation in Energieprojekten, Teilvorhaben: Stakeholderbeteiligung, Kommunikation und Ergebnistransfer

Description: Ziel dieses Projekts ist es, mit einem inter- und transdisziplinären Ansatz die Ergebnisse von Partizipationsprozessen in einer großangelegten Stichprobe (n größer als 150) zu bewerten, Form und Grad der Partizipation sowie ihrer Wirkungen mittels nachvollziehbarer Kriterien zu messen, um Empfehlungen für zukünftige Solarstrom-, Windkraft- und Stromnetzinfrastrukturprojekte zu geben, und dieses Wissen auch für andere Bereiche der Energiewende wie den Mobilitäts- und Wärmesektor und lokale Energiemärkte verfügbar zu machen. Langfristig soll damit die Beteiligung von Bürger:innen an Energieprojekten effektiver und sozial gerechter gestaltet und die Akzeptanz gefördert werden, um so die Energiewende mit dem nötigen Ausbau zu beschleunigen. Aufbauend auf diesen Überlegungen befasst sich das Forschungsvorhaben mit folgenden Fragestellungen: - Was sind die Auswirkungen von partizipativen Prozessen auf Solarstrom-, Windkraft- und Stromnetzinfrastrukturprojekte? - Verändern Partizipationsprozesse die tatsächlich implementierten Projekte, und, wenn ja, unter welchen Bedingungen und wie? - Verändern Partizipationsprozesse die Akzeptanz der Projekte, und, wenn ja, unter welchen Bedingungen und wie? - Kann Partizipation die Energiewende beschleunigen, und wenn ja, welche Beteiligungsformen und wie? Um die genannten Projektziele zu erreichen, erstellt das Projekt eine Datenbank zu Energieprojekten mit verschiedenen Beteiligungsformen. Für die Datenbank werden qualitative und quantitative Daten erhoben und diese zusammengeführt. Für die Auswertung der Daten entwickelt das Vorhaben einen Bewertungsrahmen, um die Wirkung von verschiedenen Beteiligungsformen abschätzen zu können. Die Entwicklung dieses Rahmens erfolgt ko-kreativ, unter Einbeziehung verschiedener Stakeholder:innen, die entweder selbst Beteiligungen durchführen, begleiten oder selbst in diesen partizipieren.
