Description: Das Projekt "Support to the Formulation of a Forest Programme embedded into the REDD process - Preparatory Activities for the Indonesian-German Forest and Climate Change Programme" wird vom Umweltbundesamt gefördert und von GFA Envest GmbH durchgeführt. This assignment shall support the 'Forest and Climate Change Programme ForClime - FC Module by conducting a Feasibility Study (FS) for its third project district, Berau. In the course of the FS the appropriate project setup at district level was assessed. This includes the identification of suitable partner institutions for project implementation, the assessment of forest protection/climate change mitigation options, and the assessment of past deforestation trends through investigation of the districts Reference Emission Level (REL). This shall assist the Ministry of Forestry to achieve the administrativel GOI Readiness Criteria for the Forest Programme. Services provided: GFA ENVEST provided the following services: Analysis of UNFCCCs COP15 Decision on REDD+ methodological guidance; Analysis of the REDD+ policy developments in Indonesia including carbon rights ownership and GOIs draft laws on carbon revenue distribution; Review of the assessment of potential REDD+ Demonstrator Activities (DAs) in Berau; Review of the Reference Emission Level for Berau; Assessment of the CCBS REDD+ draft standard for Das in Berau; Review and recommendation of Monitoring, Reporting and Verification (MRV) procedures for the REL; Review of recent REDD+ methodological developments under the Voluntary Carbon Standard (VCS); Carbon finance analysis (considering the VCS buffer approach for non-permanence) of selected DAs.
