Behördennetzwerk Klimaanpassung: Methoden zur Entwicklung eines integrierten Policy Mixes der deutschen Klimaanpassungsstrategie

Description: Das Vorhaben knüpft an die Arbeiten aus dem Projekt 'Behördennetzwerk Klimaanpassung: Methoden zur Unterstützung und inhaltliche Weiterentwicklung der deutschen Klimaanpassungsstrategie' (FKZ 3718 48 1000) an. Kernziel ist die Erarbeitung eines integrierten Policy Mixes für den Aktionsplan Anpassung (APA) IV. Dieser soll an den Zielen der Nachhaltigkeitsstrategie des Bundes ausgerichtet sein und damit die Umsetzung der SDGs auf nationaler Ebene unterstützen. Hierzu sollen die Ergebnisse zu prioritären Klimawirkungen und Handlungserfordernisse für Deutschland aus dem Vorhaben 'Vulnerabilitätsanalyse 2021' (FKZ 3717 48 102 0) genutzt werden. Zudem sollen methodische Vorarbeiten für ein konkretisiertes Zielsystem zur DAS aufgegriffen und in einen konkreten Erarbeitungsprozess unter Einbindung der relevanten Akteure überführt werden. Auf diesen Grundlagen aufbauend sollen in einem moderierten Prozess unter Einbindung der Bundesländer, Kommunen und Stakeholdergruppen ein ebenenübergreifender Policy Mix entworfen werden. Das Vorhaben soll hierzu kontinuierlich fachliche Impulse aus der Wissenschaft in den Erarbeitungsprozess des APA IV einspeisen. Das Vorhaben führt vorbereitend eine Synthese von Forschungsergebnissen zu Maßnahmen und Politikinstrumenten durch und nutzt die Vorarbeiten aus dem Vorhaben 'Vertiefte ökonomische Analyse einzelner Politikinstrumente und Maßnahmen zur Anpassung an den Klimawandel' (FKZ 3716 48 1000).Das Vorhaben entwickelt zudem einen anwendungsorientierten Vorschlag zur Wirksamkeitsprüfung von Politikinstrumenten und Anpassungsmaßnahmen als eine Arbeitsgrundlage für das Behördennetzwerk. Es unterstützt darüber hinaus die fachliche Zusammenarbeit des Behördennetzwerkes zu weiteren Produkten der DAS (z.B. Monitoring zur DAS und die Entwicklung von Response Indikatoren zum Monitoring von Anpassungsmaßnahmen).

  Title: Climate adaptation network of authorities: Methods for the development of an integrated policy mix for the German Climate Adaptation Strategy
  Description: The project follows on from the work carried out in the project 'Public Authorities Network on Climate Adaptation: Methods to Support and Further Develop the Content of the German Climate Adaptation Strategy' (FKZ 3718 48 1000). The core objective is to develop an integrated policy mix for the fourth Adaptation Action Plan (APA IV). This should be aligned with the goals of the federal sustainability strategy and thus support the implementation of the SDGs at national level. To this end, the results regarding prioritized climate impacts and action requirements for Germany from the project 'Vulnerability Analysis 2021' (FKZ 3717 48 102 0) are to be used. Building on these foundations, a cross-level policy mix is to be developed in a moderated process involving the federal states, municipalities and stakeholder groups. In preparation for this, the project is carrying out a synthesis of research results regarding adaptation measures and policy instruments and is using the preliminary work from the project 'In-depth economic analysis of individual policy instruments and measures for adaptation to climate change' (FKZ 3716 48 1000). The project is also developing an application-oriented proposal for the effectiveness assessment of policy instruments and adaptation measures as a working basis for the network of federal authorities.
