Monitoring, Betriebsoptimierung und Know-how-Transfer im Pfaff-Quartier Kaiserslautern, Teilvorhaben: Transfer zu Fachplanern

Description: Das Pfaff-Quartier ist ein 20 ha großes ehemaliges Fabrikgelände, das die Stadt Kaiserslautern zu einem klimaneutralen Mischquartier mit Gewerbe und wohnen entwickelt möchte. Die Quartiersentwicklung wird von 2017 bis 2024 fachlich unterstützt im 7. Energieforschungsprogramm durch das Leuchtturm-Vorhaben EnStadt:Pfaff, in dem Energie-, Mobilitäts- und Digitalisierungskonzepte erarbeitet und die Erstellung des Bebauungsplan begleitet wurde. Zwei Bestandsgebäude wurden energetisch saniert, eine Energiezentrale gebaut und die zentrale Quartiersachse mit der Versorgungsinfrastruktur in Betrieb genommen. Im Rahmen des Vorhabens werden verschiedene innovative Technologien zur Umsetzung klimaneutraler Quartiere demonstriert. Werkzeuge und Leitfäden in den Bereichen Energie, Bauen und Mobilität wurden entwickelt. Auch die sozialwissenschaftlichen Rahmenbedingungen für eine erfolgreiche Quartiersentwicklung wurden untersucht und ein Reallabor-Zentrum aufgebaut, um allen Interessierten die Ergebnisse zu vermitteln. Im Anschlussvorhaben EnStadt:Pfaff 2 wird das Quartier im aktuellen Ausbaustand gemonitort, um die Wirksamkeit der Konzepte zu überprüfen und zu belegen. Ausgewählte Technologien werden untersucht und optimiert, wie der Betrieb des Niedertemperatur-Wärmenetzes mit Einspeisung von Abwärme einer Kältemaschine, die bidirektionale E-Mobil-Ladeinfrastruktur zur Stützung des Stromnetzes, die Kundenanlage zur Erhöhung der Eigenstromnutzung sowie und die Nutzerfreundlichkeit digitaler Services. Ein Schwerpunkt liegt auf dem Transfer der Erkenntnisse an lokale, regionale und überregionale Zielgruppen. Hierzu werden Veranstaltungen durchgeführt und gemeinsam mit den Teilnehmenden die Lösungsansätze diskutiert. Fachveröffentlichungen adressieren Planende und Umsetzende mit dem Ziel, durch den Know-how-Transfer die Transformation von Quartieren hin zur Klimaneutralität effizienter und zielgerichteter zu gestalten und zu beschleunigen.

  Description: The Pfaff Quarter is a 20-hectare former factory site that the city of Kaiserslautern wants to develop into a climate-neutral mixed-use district with commercial and residential areas. From 2017 to 2024, the neighbourhood development will receive technical support from the 7th Energy Research Programme through the EnStadt:Pfaff lighthouse project, in which energy, mobility and digitalization concepts were developed and the preparation of the development plan was supported. Two existing buildings were renovated to make them more energy-efficient, an energy center was built and the central district axis with the supply infrastructure was put into operation. Various innovative technologies for implementing climate-neutral districts are being demonstrated as part of the project. Tools and guidelines in the areas of energy, construction and mobility have been developed. The socio-scientific framework conditions for successful neighborhood development were also investigated and a real-world laboratory center was set up to communicate the results to all interested parties. In the follow-up project EnStadt:Pfaff 2, the district is being monitored in its current state of development in order to test and prove the effectiveness of the concepts. Selected technologies will be examined and optimized, such as the operation of the low-temperature heating network with the feed-in of waste heat from a chiller, the bidirectional e-mobile charging infrastructure to support the electricity grid, the customer system to increase the use of self-generated electricity and the user-friendliness of digital services. One focus is on transferring the findings to local, regional and national target groups. To this end, events are held and solutions are discussed together with the participants.
