Description: General Information: The proposed project has three main objectives: (1) to develop quantitative indicators for the environmental performance of manufacturing firms; (2) to apply these indicators in deepening understanding of the causes of changes in industrial environmental performance, and (3) to assess the effectiveness of different policy instruments in improving firms' overall environmental performance. The overall framework will be designed by scientific researchers, with the support of policy makers and firms. The study focuses on quantitative indicators of environmental performance at the process and firm level (materials and energy use, and waste emissions), rather than on qualitative 'effort' indicators. Physically-based quantitative indicators can serve as the basis for the collection of 'pressure' indicators by public authorities, while also serving as benchmarks for corporate environmental reporting and management. The project aims to encourage a convergence between voluntary and mandated environmental performance evaluation (EPE) by firms, and the needs of policy makers for comparable and comprehensive information on the sources of environmental pressures and impacts associated with industrial activities. More uniform quantitative environmental performance indicators (EPI) will also provide a platform for cross-sectoral and international comparisons of industrial environmental performance by scientific researchers. The project would have six operational aims: - to bring together and normalise available physical data for firms in six industrial sectors in six EU member states (MS); - to harmonise physical, economic and sustainability indicators for quantifying the integrated environmental performance of firms; - to apply these indicators in describing the environmental performance of firms; - to investigate the pattern and dynamics of environmental performance of firms across EU MS; - to analyse in detail the causes of change and differences between firms; - to evaluate national and EU initiatives on industrial 'pressure' and 'impacts' indicators; and - to identify policy measures, at an EU, national and regional level, which will accelerate improvements in integrated industrial environmental performance. There will be four closely related work packages: a) characterisation, collection and normalisation of physical and industrial data at the firm level in six industrial sectors; b) development of scientifically-based, reliable, practicable and relevant sector-specific physical, economic and sustainability EPIs for firms in these sectors; c) mapping and measuring of patterns and dynamics of industrial environmental performance, and an analysis of the causes of measured variability using a targeted case study approach; and d) analysis of the use of environmental performance indicators in improving public and corporate ...
