Integrated Environmental Decision Making and Support to Public Participation Activities

Description: The relevant country of this project is the Czech Republic. The proposed project will involve the public in a proactive manner in environmental decision making with tocus upon: - training of officials in EIA procedures and the linkage between these and the procedures required by Directive 95/61/EC (IPPC), - involving the public directly in the EIA procedures. The project will offer training and awareness-raising campaigns relating to EIA and IPPC and pilot EIA studies (with emphasis on the role of public), which will include: - an analysis of the specific links between EIA and IPPC, - analysis of the specific issues of the public access to information. Target groups: - industrial management and environmental engineers, - consultants EIA, - the general public and environmental NGOs, - officials responsible for the screening/scoping procedures. Specific Objectives: - to improve the quality of the project proposals of the selected industries, conformity with the requirements of CZ and EU legislation, links between EIA, IPPC, SEA, land-use and development planning, - to make more efficient processing of applications of industry on the regional/local level, - to demonstrate the effectiveness of active participation by the public, NGOs...., by the organising the public hearings, - to clarify the requirements for public access to information (a new CZ legislation, and 90/313/EEC, 91/692/EEC).
