Description: The study assesses different approaches to turn emission reducing efforts of different countries (Annex I) comparable. The emission reducing targets and costs are very different for the Annex I countries. In order to achieve the EU climate target of 2 C the EU has to reduce its emissions by 30Prozent. In addition other developed countries must commit themselves to emission reductions by 15 - 30Prozent and economically more advanced developing countries must also contribute proportionally in accordance to their responsibilities and respective capabilities.
