Raumbezüge historischer Entwicklungspfade und institutioneller Interaktion am Beispiel des Wasser-, Flächen- und Infrastrukturmanagements

Description: Das Projekt untersucht den Institutionenwandel in Bezug auf Gemeinschaftsgüter am Beispiel des Wasser-, Flächen- und Infrastrukturmanagements im Oderraum. Der gesellschaftliche Umgang mit physischen Gemeinschaftsgütern unterliegt zur Zeit mehreren parallel laufenden Wandlungsprozessen. Neben dem intendierten Institutionenwandel 'von oben' (z.B. Neuregulierungen bzw. Liberalisierung auf staatlicher Ebene) und dem schleichenden Wandel sozialer Institutionen (z.B. ein verändertes Problembewusstsein) erfolgen Veränderungen in der Nutzung bestimmter Gemeinschaftsgüter im Zuge der Strukturumbrüche. Im Rahmen dieser neuen Handlungskontexte wird gefragt - auch international -, welche gemeinschaftlichen Funktionen einzelne Güter besitzen (können) und wie diese bewahrt bzw. bereitgestellt werden sollen - ob als öffentliche, private oder gemischte Aufgabe. Die Untersuchungen gehen von folgEnden Leitfragen aus: 1. Wie ist die Persistenz und Anpassungsfähigkeit von Institutionen zur Gemeinschaftsgüter-Regelung im Oderraum historisch zu erklären? 2. Welche Anpassungsprobleme ergeben sich für bestehende Institutionen im Oderraum infolge des Institutionenwandels in Bezug auf die drei Gemeinschaftsgüter? 3. Wie ist die Interaktion beschaffen zwischen Institutionen der Wasserwirtschaft, der Landnutzung bzw. Raumplanung und des Infrastrukturmanagements bezüglich des Umgangs mit den drei Gemeinschafts-gütern im Oderraum? Welche historischen Interaktionsmuster lassen sich feststellen, und welche Schlüsse für die Gegenwart lassen sich daraus ziehen? Welche Verbesserungen im Sinne einer nachhaltigen Regionalentwicklung könnten sich im Zuge des Institutionenwandels ergeben? 4. Welche neuen Formen regionaler Governance im Umgang mit den drei Gemeinschaftsgütern haben sich im Untersuchungsraum herausgebildet und welche Möglichkeiten bieten sie zur Überwindung der genannten Anpassungs- und Kompatibilitätsprobleme?

  Title: Space references of historical development paths and institutional interaction illustrated by the management of water, land and infrastructure
  Description: The project examines the institution change in relation to community goods with the example water -, surface and infrastructure managements in the Oderraum. Social handling with physical community goods is subject at the moment to several parallel current conversion processes. Beside the intended institution change ' from the top ' (e.g. new adjustments and/or liberalisation at state level) and the creeping change of social institutions (e.g. a changed problem consciousness) changes in the use of certain community goods in the course of the structural radical changes are made.
