Ressortforschungsplan 2023, Gestaltungs- und Umsetzungsmöglichkeiten eines Recycling-Labels: Anwendungsbereich, Kriterien, Adressaten und Zertifizierungsprozess sowie rechtliche Rahmenbedingungen

Description: Der Koalitionsvertrag 2021 - 2025 zwischen der Sozialdemokratischen Partei Deutschlands (SPD), BÜNDNIS 90 / DIE GRÜNEN und den Freien Demokraten (FDP) sieht in Zeile 1347 als Maßnahme 'Wir führen ein Recycling-Label ein' vor. Umweltkennzeichen sind grundsätzlich geeignet, nachhaltigere Produktions- und Konsummuster zu fördern. Im Bereich Material-Recycling besteht diesbezüglich noch ein erhebliches Ausbaupotenzial, weswegen das Vorhaben Optionen zur Einführung eines Recycling-Labels darlegen sowie konkrete Umsetzungsvorschläge erarbeiten soll. Dazu sollen Forschungsfragen beantwortet sowie Empfehlungen gegeben werden bzgl.: a) des Anwendungsbereiches (Rezyklierbarkeit und/oder Rezyklatgehalt des Materials/Produkts; erfasste Materialien (Kunststoffe, Metalle und/oder weitere); Herkunft der zu rezyklierenden Materialien (Pre- oder Post-Consumer-Materialien, industrielle Abfälle/Nebenprodukte); zu labelnde Produktgruppen (Roh-, Zwischen- und/oder Endprodukte; Produkte für Industrie, Gewerbe und/oder Verbraucher*innen)); b) der Adressaten (Industrie, Handel/Gewerbe und/oder Verbraucher*innen); c) der Label-Inhaber; d) des Zertifizierungsprozesses und der beteiligten Institutionen; e) der rechtlichen Möglichkeiten und ggf. Hemmnisse einer freiwilligen oder verbindlichen Label-Einführung (…). Im Ergebnis des Forschungsvorhabens liegen umfassende und detaillierte Daten und Informationen vor zum aktuellen Stand von Recycling-Label-Ansätzen in Deutschland/der EU sowie inhaltliche und prozedurale, technische und organisatorische sowie rechtliche Möglichkeiten und Hemmnisse der Einführung eines Recycling-Labels in Deutschland, auf deren Grundlage kurzfristig mit der tatsächlichen praktischen Einführung des Labels begonnen werden könnte.
