Description: World trends towards globalisation and trade liberalisation are bringing boosted development to many countries, often at a high cost to the environment and natural resources. To address this concern, the EC Commission has recognised a need to conduct environmental reviews of trade agreements with a view to identifying potential environmental impacts and devising appropriate policy responses. Moreover, the UNEP Governing Council at its l9th session held in January 1997 specifically requested UNEP to assess the environmental impact of trade policies. In the light of this, the objective of this paper is (i) to provide a better understanding of the existing environmental impacts of trade liberalisation, (ii) to establish an assessment framework, and (iii) to furnish a case study. Firstly, the paper investigates the dynamic linkages between trade and environment, in terms of scale, structural, technological and regulatory effects, according with the methodology developed by the OECD. The empirical work carried out to date in the field is also discussed. Secondly, the results of this literature review are used to develop an assessment framework, which draws on EIA and SEA techniques. The project then presents a case study on the mining sector in Chile. This identifies the specific correlation between trade and environmental policies, while providing an appraisal of the framework's overall effectiveness. Finally, the need for more country and sector-specific studies is highlighted.
