Ökologieorientierte Beschaffung im öffentlichen Sektor

Description: Jeder zweite Euro wird in Deutschland durch den öffentlichen Sektor verausgabt. Der öffentliche Sektor hat damit einen wesentlichen Einfluß darauf, inwieweit die beschafften Güter und Dienstleistungen die Umwelt beeinträchtigen. Gerade deshalb muß die öffentliche Hand ihre Vorbildfunktion mit konkreten Maßnahmen untersetzten. Ziel des Projekts war es deshalb, am Beispiel der TU Dresden die rechtlichen Rahmenbedingungen für die Umsetzung einer ökologieorientierten Beschaffung zu analysieren. Darüber hinaus wurde an der Professur beispielhaft ein solcher Beschaffungsvorgang umgesetzt. Hierzu wurde für die Anwendungsfälle 'Bürodrehstühle und 'Notebooks ein ausführlicher Fragebogen zur Produkt- und Unternehmensbeurteilung entwickelt.

  Title: Environmental-Oriented Procurement in the Public Sector
  Description: Every second Euro in Germany is spent by the public sector. Consequently, procurement decisions of public institutions have an important influence on how the environment is affected by the goods and services provided. As the government should be examplary for environmental-friendly behaviour, its procurement decisions should take into consideration environmental issues. The objective of this project was to analyze the legal conditions for the implementation of an environmental-oriented procurement scheme illustrated by the example of the Dresden University of Technology. An exemplary procurement process has been implemented at the Chair of Business Administration, esp. Environmental Management.
