Klimawandelforschung und deren Integration in die Umweltpolitik: Voraussetzung fuer die Schaffung einer europaeischen Klimapolitikregion

Description: Das Projekt untersucht die Forschung zum globalen Klimawandel, sowohl vergleichend auf der Ebene von vier europäischen Staaten (Deutschland, Großbritannien, Schweden, Niederlande) als auch auf der EU-Ebene. An der Klimaforschung interessiert insbesondere (a) die Bewältigung der erheblichen wissenschaftlichen Unsicherheit der Problemlage sowie (b) die Frage der Integration diverser wissenschaftlicher Disziplinen und Forschungskulturen in einem 'post-normalen Forschungsfeld. Zweiter Schwerpunkt ist die Interaktion zwischen Wissenschaft und Politik, d. h. wie die Politik die Erkenntnisansprüche der Wissenschaft wahrnimmt, verarbeitet und in politische (In)aktivität umsetzt, andererseits aber auch wie die Forschung durch politische Kriterien in ihrer Entwicklung beeinflußt wird.

  Title: Climate Change Research and its Integration into Environmental Policy: Conditions for the Establishment of a European Political Climate Region
  Description: Objectives: To analyse the utilization and integration of scientific knowledge on climate change into political decision making at the national level; to evaluate the potential for the establishment of the EU as a political climate region. The project analyses research on global climate change and its interactions with policies. It assumes that there is a discrepancy between the global operation of science and the domination of climate policy by nation states, and that the issue of climate change needs a broader, regionalized integration of scientific expertise. Science operates mainly at the global level, with the Intergovernmental Panel on Climate Change (IPCC) as a dominant scientific institution. On the other hand, a complementary political institution on the global level to which scientific insights can be transferred does not exist. The debate on climate policy is dominated by nation states, with important differences in problem-perception and policy options. But climate change is too complex to be dealt with at a national level. The European Union can represent an intermediate level for research on climate change and its interactions with politics. This involves the formation of a European research system (a 'regionalised expertise') that focuses on the impacts of climate change for the EU as one political and economic region, and the establishment of an interface between this research system and European policy making. The project examines the opportunities and problems of such a 'Europeanization' of climate change research and to formulate recommendations to improve the interaction between science and policy. Two main processes are analysed: the integration of scientific knowledge coming from different disciplines or even different research cultures, ie the natural and the social sciences; and the interaction between science and politics at the national level as well as at the EU level. National case studies (UK, Netherlands, Sweden, Germany) are compared and evaluated in view of assessing the conditions for the establishment of the EU as a political climate region. The integration of scientific knowledge and science/politics interactions are analyzed at the EU level through interviews and analysis of scientific and policy documents.
