Description: Das Projekt "Praxisnutzen und wirtschaftliche Auswirkungen von RAVEL bis Ende 1995" wird vom Umweltbundesamt gefördert und von INTERFACE Institut für Politikstudien durchgeführt. The RAVEL programme on efficient use of electricity has been a success as an education programme. Effects on energy use or on competitiveness have however not been quantified. RAVEL has been scientifically evaluated at the end of 1995 (including therefore may be not all medium and long term effects). From a survey by questionnaire and expert interviews, it turned out that RAVEL had a good image and a high quality as an education programme: 80 Prozent of the participants apply the knowledge in the practice (30 Prozent often or very often, 50 Prozent sometimes). More than 85Prozent of the participants declared that they had achieved well or very well their personal goals of the course. RAVEL was also copied and applied by several German states (Bundeslaender). Around 20 Prozent claim that their influence is too small and the investors are not yet enough sensitive to the energy efficiency aspect. Low rentability of the measures was quoted only by 9 Prozent of the participants as a barrier to the transfer of knowledge. 6 Prozent declare that RAVEL has contributed partly to job creation (or job keeping) and further 11 Prozent think that RAVEL has had some effect in this direction for their company. This is not astonishing since RAVEL has concentrated on the professional offer, not on the demand from the investor side. This demand has not been very stimulated by the economic depression and the low energy prices during the RAVEL period (1990-1995. However 24Prozent of the participants say that RAVEL courses have strengthened their market position at least partly and further 27Prozentsay that RAVEL has brought 'only little market advantages'. Problems have been identified by the evaluators mainly in the unclear structure of the (very divergent) courses, in the heterogeneity of knowledge and interests among the target groups of some courses and in unfavourable economic conditions. One of the case studies also showed that it was much more difficult to reach industry people (very heterogeneous expectations). It was much easier to build on existing knowledge of planners in the energy planning and installation sector.
