Implementierung von Monitoring- und Evaluationssystemen in Umweltberatungsprojekten der deutsch-mexikanischen Entwicklungszusammenarbeit

Description: Im Rahmen des Programms 'Ökoeffizienz im Privatsektor' führt die Deutsche Gesellschaft für Technische Zusammenarbeit zusammen mit einer mexikanischen Industrie- und Handelskammer verschiedene Projekte zum betrieblichen Umweltschutzes im urbanen Großraum Mexiko Stadt durch. Das Centrum für Evaluation (CEval) etabliert für diese Vorhaben seit April 2000 Monitoring- und Evaluationssysteme (M und E) als Instrumente der Wirkungskontrolle und Qualitätssicherung. M und E gewährleistet einerseits die angemessene Implementation der vorgesehenen Projektmaßnahmen und umfasst andererseits Wirkungsanalysen, die die Nutzung und die Akzeptanz von Beratungsangeboten bei den Zielgruppen sowie die die tatsächliche Umsetzung von Beratungsleistungen untersuchen. Die Tätigkeit des CEval erstreckt sich auf die theoretische und methodische Konzeption des M und E-Systems, die Konstruktion der Erhebungsinstrumente, die methodische Schulung und praktische Einführung des Personals der mexikanischen Partnerorganisationen sowie die begleitende Beratung bei der Rückkopplung von Ergebnissen in das Projektmanagement. Neben der Eigenschaft des Vorhabens als Consulting-Tätigkeit stehen für das CEval zwei Forschungsaspekte im Vordergrund: die Weiterentwicklung von Konzepten und Methoden von Monitoring und Evaluation sowie die Erfassung, Aufbereitung und über die mexikanischen Einzelprojekte hinausgehende vergleichende Auswertung von Evaluationsergebnissen im Bereich Umweltberatung/Umweltkommunikation, der inhaltlich eines der Schwerpunktthemen des CEval darstellt.

  Title: Implementation of monitoring and evaluation systems in environmental projects of the German-Mexican development cooperation
  Description: The project covers altogether three projects of the German-Mexican development cooperation under execution responsibility of the German Geselschaft for technical cooperation (GTZ): Environmental protection and industrial competitiveness (carriers: national chamber of the processing industry of Mexico); Environmentally oriented vocational training (carriers: national chamber of the processing industry of Mexico); Decentralisation of the waste management in the Federal State Mexico (carriers: Ministry of the Environment of the Federal State Mexico). The projects deal with different questions of urban environmental protection in urban environs, in which the Zusammenballung of an immense resident population (over 20 million), which concentration of industrial production as well as serious development deficits also ecological problematic situations strengthen. The projects are conducted both with private sector carriers (operational environmental consultation, environmentally oriented vocational training) as well as state carriers (waste management) and attach special importance to instutionelle interconnection and the creation of synergies between both levels. Cent rum for evaluation (CEval) has been establishing monitoring and evaluation systems (M&E) for these projects since April 2000 as instruments of the effect control and quality assurance. M&E ensures on the one hand the appropriate implementation of the intended project measures and covers on the other hand analyses of effects, which the use and the acceptance of offers of advice with the target groups as well as those the actual conversion of advisories activity examine. The activity of the CEval extends to the theoretical and methodical conception of the M&E-Systems, the construction of the instruments of collection as well as the methodical training and practical introduction of the personnel of the Mexican partner organisations. In the course of the project, in cooperation with the partner organisation, exemplary surveys in all important work areas became (country-wide surveys of chamber members, intensive interviews with personnel of interlaced organisations, standardised survey among member enterprises etc..) accomplished and analysis. In a further step the feedback of the results was in an advisory manner accompanied into the project management. At present the agency responsible for the project are continuously advised on the consolidation of the M&E-Systeme and the advancement of the M&E-Konzeption.
