Interreg III B, Sanierung und Entwicklung - Strategien für den Strukturwandel in Bergbauregionen Mittel- und Osteuropas

Description: Das Hauptaugenmerk des Projekts, das im Rahmen der EU-Gemeinschaftsinitiative INTERREG 1118 durchgeführt wird, ist auf ehemalige und aktuelle Bergbauregionen mit unsicherer Perspektive gerichtet. Zwei Problemkreise bestimmen die Entwicklungsschwäche der betroffenen Städte und Regionen: Auf der einen Seite die durch den Bergbau entstandenen, meist gravierenden Umweltschäden. Auf der anderen Seite die wirtschaftlichen Monostrukturen, die durch die Montanindustrie entstanden sind. Aus beiden Faktoren resultiert ein Negativimage, das die Überwindung des Erbes der Vergangenheit behindert. Besonders gravierend wirken sich diese Probleme in wachstumsschwachen und peripher gelegenen, durch kleinere und mittelgroße Städte geprägten Regionen und solchen mit fehlendem Innovationspotential aus, die - im Gegensatz zu den 'klassischen' Altindustriegebieten wie Ruhrgebiet oder Oberschlesien - eine geringere Aufmerksamkeit genießen. In der Regel sind die lokalen Akteure mit der Lösung der Probleme überfordert. Die Gemeinden haben ihre organisatorischen, konzeptionellen und finanziellen Spielräume bereits ausgeschöpft. Die Restriktionen sind mit den konventionellen Instrumenten kommunaler Planung nicht überwindbar. Hypothesen: 1. In Bergbauregionen ist die Sanierung der Bergbauhinterlassenschaften eine Voraussetzung für die weitere Entwicklung. 2. Bergbauregionen verfügen über spezifische Potenziale, deren Erkennung und Inwertsetzung ein Erfolgsfaktor für die weitere Entwicklung ist. 3. Der Erfolg von Sanierung und Entwicklung wird maßgeblich durch das Handeln der lokalen Akteure bestimmt.

  Title: Rehabilitation and Development - Strategies for structural change in mining regions of Central and Eastern Europe
  Description: Large-scale environmental impacts and urban development problems are a barrier to structural change throughout the mining regions of Central and Eastern Europe. In many cases a mono structured economy, the prevalence of paternalistic structures, the negative image and the persistence of environmental damages with a remaining element of risk require an integrated approach. In addition, mining cities have specialised infrastructures (technical infrastructure, education, health and culture facilities) which have to be adjusted to new requirements. In structurally weak mining regions the effects of usual development programmes for industrial regions are therefore not sufficient. General problems of old industrialised (and, in most cases, peripheral) areas are increased by the specific problems of long-time mining. That is the reason why considerable external inputs which ought to trigger private follow-up investment are needed to achieve successful structural change in structurally weak mining regions. READY aims to strengthen the competitive ability of mining cities and mining regions in Central and Eastern Europe by improving their ecological, social and economic situation. It addresses major planning and development issues with special consideration of the situation in Austria, Bulgaria, the Czech Republic, Germany, Italy, Romania and Slovakia. The three main objectives in support of this aim are: providing incentives for structural changes in former mining cities and regions by accomplishing new development perspectives, initiation of a new quality of trans-national mutual co-operation by establishing a high-performance network, and increasing the political attention for disadvantaged mining cities and regions by coordinated actions.
