Abschaffung umweltschädigender Subventionen (EHS)

Description: Trotz internationaler und europäischer Bemühungen und Forderungen nach Abschaffung von EHS bis 2020 (so z.B. in der Europa 2020 Wachstumsstrategie und im Fahrplan für ein ressourcenschonendes Europa), wurden bis dato wenig Fortschritte auf diesem Gebiet erzielt. So ist der finanzielle Umfang bestehender Subventionen global gesehen nachwievor signifikant. Beispielsweise betrugen die landwirtschaftlichen Subventionen in den OECD-Ländern USDollar261 Milliarden/Jahr für den Zeitraum 2006 bis 2008 und die weltweiten energiebezogenen Subventionen beliefen sich in 2008 auf USDollar557 Milliarden (siehe Lehmann M., P. ten Brink, S. Die gegenwärtig laufende Studie zur Unterstützung der Abschaffung umweltschädigender Subventionen zielt darauf ab, die Europäische Kommission bei der Umsetzung der Forderung nach Abschaffung von EHS bis 2020 zu unterstützen. Das Ecologic Institut wird zu den folgenden Zielen im Rahmen dieser Studie beitragen: Paragraph Identifikation und Definition der wesentlichen ökonomischen EHS-Typen, die einer Reform bedürfen sowie Bereitstellung konkreter Beispiele von EHS auf Ebene der EU Mitgliedstaaten (MS); Paragraph Präsentation und Analyse von Best-Practice-Beispielen für Reformprozesse von EHS und lessons learnt; Paragraph Formulierung praktischer Empfehlungen für EU MS im Hinblick auf Abschaffung und Reform von EHS im Lichte der Ziele der Europa 2020 Wachstumsstrategie und der Ressourceneffizienzagenda; Paragraph Ausführung von Beratungstätigkeiten zu technischen Aspekten der EHS-Reform und Abschaffung im Kontext des Monitorings und der Berichterstattung für die Europa 2020 Wachstumsstrategie.
