ClimAccount - Human Rights Accountability of the EU and Austria for Climate Policies in Third Countries and their Possible Effects on Mitigation

Es wird/wurde ausgeführt durch: Wuppertal Institut für Klima, Umwelt, Energie gGmbH.Not only climate change but also climate policies, that is, measures to reduce emissions and to adapt to the impacts of climate change, may have negative effects on human rights, such as the right to food, water or housing, political participation and non-discrimination, and may even lead to migration. Persons affected may either move as part of an adaptation measure (migration as an adaptive strategy), as a result of mitigation and adaptation measures (displacement or eviction), or as an individual decision to adapt to the deteriorating environment and the deprivation of livelihoods caused by climate policy measures. Nonetheless, human rights concerns are often not taken into account systematically when developing climate policies. In addition, climate policies in developing countries often have an international dimension as they are often supported by industrialised countries. In addition, domestic policies of industrialised countries such as the promotion of agro-fuels may also have negative impacts in other countries due to supply chain effects. The project aims at shedding light on this complex relationship between climate policies, migration and human rights and to analyse the human rights responsibility (extraterritorial human rights obligations) for negative impacts of Austrian and the EU's climate policies in developing countries. The central element of the project will be three case studies in countries where the EU and Austria are implementing climate policies. Human rights impacts of Austrian and EU climate policies will be investigated with on the ground research. The focus will be on displacements and other migratory movements caused by these climate policies. On this basis, the study will analyse extraterritorial human rights obligations of Austria and the EU in these cases and develop recommendations for political actors on how to adequately integrate human rights considerations into climate policies in order to avoid negative human rights impacts.
