Klimaforschungsplan KLIFOPLAN, Instrumente und Governance für den Hochlauf von Negativemissionen in Deutschland

Description: Das Bundes-Klimaschutzgesetz (KSG) sieht in §3a Ziele für die natürliche Senke vor. Mit der KSG-Novelle 2024 werden in §3b die technischen Senken als Ergänzung genannt. Die Langfristnegativemissionsstrategie (LNe) soll Ziele für die technischen Senken für die Jahre 2035, 2040, 2045 und 2060 erarbeiten, welche Basis einer Verordnung darstellt. Im Anschluss wird es darum gehen, entsprechend umweltintegre Anreizsysteme und den Wettbewerb von umweltfreundlichen Senken zu adressieren. Ziel des Vorhaben ist es, konkrete Förderinstrumente für den breiten Markthochlauf von CO2-Entnahmtechnologien in Deutschland zu entwickeln, abzuwägen und zu vergleichen. Der Fokus liegt auf der Phase des Markthochlaufs, nachdem erste Förderungen angelaufen sind. Es geht darum, existierenden Negativemissionstechnologien zur Marktreife zu verhelfen und ausreichende Mengen von CO2-Entnahmen zur nationalen Zielerreichung unter Beachtung ökologischer, sozialer und ökonomischer Kriterien bereitzustellen und zu nutzen.
