Der Rhein als nachhaltiges internationales Gewaesser: Eine Beurteilung der Beitraege des Aktionsprogrammes Rhein zum integrativen Gewaesserschutz

Description: Das Projekt bezweckt eine Evaluation der Umsetzung von oekologischem Wissen in der Implementation des Aktionsprogrammes Rhein und eine Beurteilung der Effektivitaet des politisch-planerischen Prozesses. Dazu wird die Wirksamkeit des Aktionsprogrammes Rhein mittels einer Beurteilung der materiellen und prozessorientierten Leistungen des oekologischen Gesamtkonzeptes fuer den Rhein/Programm 'Rhein 2000' abgeschaetzt. In einem ersten Teil wird in einer Fallstudie die Umsetzung der Renaturierungsideen am Schweizerischen Hochrhein untersucht. Der zweite Teil besteht aus einer Umfrage unter Fachleuten aus den Rheinanliegerstaaten zu verschiedenen Aspekten des Programmes 'Rhein 2000'. Schluesselfragen: Wie laesst sich die Effektivitaet des internationalen Rheinschutzes und die Wirksamkeit des Aktionsprogrammes Rhein (APR) abschaetzen? Welches sind die bisherigen Leistungen und Beitraege des APR/des Programmes 'Rhein 2000'. a) zur Sanierung des aquatischen Systems, und b) zu einem integrativen Gewaesserschutz bzw. zu einem oekologisch ausgerichteten Managementsystem? Wie ist das APR als Vehikel zur Implementation eines oekologischen Gesamtkonzeptes fuer den Rhein zu werten?

  Title: The river Rhine as a sustainable international water body: an evaluation of the contributions of the Rhine action programme to the integrative protection of water bodies
  Description: This research project addresses the effectiveness of the Rhine Action Programme by assessing the substantive and process-related achievements of actions and activities under the Ecological Master Plan for the Rhine. The effectiveness of international environmental programmes and management institutions is an issue that gains increasingly in importance as our biosphere is subjected to greater threats from more people and more fossil-fuelled industries. Ecologically-oriented governance institutions will be expected to help us through the next century by constraining harmful practices to protect our biosphere to a minimally necessary extent. This study is informed by the literature on international environmental regimes and the evoloving concept of sustainable international waters. Interjurisdictional governance institutions, which strive for an ecologically-oriented and integrative planning and management process, and substantive improvements in environmental quality are the prerequisites for sustainable international waters. Rhine River water pollution management is widely acknowledged as one of the most successful examples of international cooperation in aquatic ecosystem rehabilitation. International Rhine River management institutions have evoloved from more simple forms of regulating navigation into more complex schemes for pollution control and ecosystem management. The improvement in water quality since the 1970's represents an important step towards a sustainable international river. The Rhine Action Programme adopted in 1987 and the Ecological Master Plan for the Rhine, the focal point of this study, are a further step in the rehabilitation and sustainable redevelopment of the Rhine and his basin. The investigation consists of two parts: 1. A case study of the implementation of actions aimed at rehabilitating the biophysical system on the Swiss part of the Upper Rhine. 2. A survey of, and interviews with, members of the Rhine River water policy community on various issues related to the Ecological Master Plan to evaluate the process and behavioural effectiveness of the international river management regime. By studying current attempts at furthering international efforts for aquatic ecosystem rehabilitation in the Rhine River, we hope to contribute to the understanding of the characteristics of ecologically-oriented, interjurisdictional governance institutions, and the keystones for effectively governing shared aquatic resources. https://ufordat.uba.de/UFORDAT/pages/PublicRedirect.aspx?TYP=PR&DSNR=69326
