Lokale Agenda 21 und das Problem der Partizipation der Buergergesellschaft

Description: Die Vernachlaessigung von Aspekten des sozialen Lernens und der sozialen und kulturellen Kohaesion im Prozess der Lokalen Agenda 21. Die Behinderung des buergergesellschaftlichen Engagements durch: a) Vergabebedingungen bei der Mittelzuweisung von oberen Behoerden, b) gesetzliche und verordnungsrechtliche Regelungen der kommunalen Selbstverwaltung, c) administrative Strategien der Entpolitisierung, d)Strategien der instrumentellen Vernunft und administrative und/oder oekonomische Interessen des Auftraggebers. Moeglichkeiten und Probleme, buergergesellschaftliches Engagement auf Dauer zu stellen und zu institutionalisieren.
