Description: Die Nationale Wasserstrategie (NWS) zählt zu den zentralen wasserpolitischen Vorhaben der kommenden Jahre. Sie wurde als Strategie der Bundesregierung am 15. März 2023 vom Bundeskabinett beschlossen. Bereits in der NWS ist festgehalten, dass eine Erfolgskontrolle integraler Bestandteil des Umsetzungsprozesses sein wird. Dazu ist vorgesehen, dass eine interministerielle Arbeitsgruppe unter Beteiligung der Länder ab 2029 alle sechs Jahre einen Bericht zur Umsetzung der NWS vorlegt. In dem Vorhaben soll eine transparente Methodik (Indikatorensystem) für das Monitoring des Umsetzungsprozesses der NWS erarbeitet und in Beteiligungsformaten abgesichert werden. Ziel ist es, Grundlagen für einen kontinuierlichen Umsetzungsradar mit geeigneten Informationsangeboten zu entwickeln und allen beteiligten Akteuren am 'Gemeinschaftsprojekt NWS' eine kontinuierliche Übersicht und Beteiligung zu ermöglichen. Als Grundlage dafür soll im Rahmen des Vorhabens eine geeignete Datenbank/-plattform konzipiert werden, in der die Umsetzungsbeiträge zur NWS sichtbar gemacht werden können. Um die Methodik zu erproben, die Umsetzungsfortschritte darzustellen und die weitere Umsetzung voranzubringen, ist eine Statuskonferenz vorgesehen. Dafür wird ein Statusbericht erarbeitet.

Title: Development and implementation of a methodology to evaluate the implementation progress of the National Water Strategy including stakeholder participation
Description: The National Water Strategy (NWS) is one of the key water policy projects for the coming years. It was adopted as a strategy of the Federal Government by the Federal Cabinet on 15 March 2023. The NWS already stipulates that performance monitoring will be an integral part of the implementation process. To this end, an interministerial working group involving the federal states is to submit a report on the implementation of the NWS every six years from 2029 onwards. The project aims to develop a transparent methodology (indicator system) for monitoring the implementation process of the NWS and to secure it by participatory formats. The goal is to develop the basis for a continuous implementation radar with suitable information offerings and to enable all stakeholders involved in the “NWS joint project” to engage and to have a continuous overview. As a basis for this, a suitable database/platform is to be designed as part of the project, in which the implementation contributions to the NWS can be made visible. A status conference is planned to test the methodology, present the implementation progress and advance further implementation. A status report will be prepared for this purpose.
