Die Analyse hat zum Ziel, Anpassungspolitik und -aktivitäten von Staaten inner- und besonders außerhalb Europas zu analysieren im Hinblick auf die Übertragbarkeit für die deutsche Anpassungspolitik ("Lernen von Anderen"). Analyse kann sich beziehen auf: Governance und Organisation von Anpassungsprozessen; Maßnahmenplanung und -umsetzung (Policy Mixes) inkl. Ambitionsniveau; Formulierung und Umsetzung konkreter Anpassungsziele (vor dem Hintergrund der Diskussion um "global goal on adaptation"); rechtliche und finanzielle Rahmenbedingungen der Anpassung; best-practice bei der Einbeziehung/Verpflichtung von privaten Akteuren; Methoden und Erfahrungen bzgl. bestimmter "Produkte" wie Monitoring, Risikoanalysen; Datengrundlagen und Klimadienste; singuläre transformative best-practice Beispiele/Herangehensweisen.
CC-ACT supports Austrian municipalities in building capacities to cope with climate change impacts. It identifies their specific needs and assesses existing adaptation support tools worldwide. Actors working with municipalities are central to the project and in close partnership with them, needs and solutions will be translated into adaptation tools and training materials. Our experiences in supporting municipalities in adaptation (e.g. what worked, where are the limitations) will be critically reflected and translated into lessons for other scientists and practitioners.
