Vulnerability and Resilience of Soils under Different Rangeland Use

This project aims to elucidate how sensitive and to which extent soil properties respond to different rangeland management in the grassland and savannah biome of semiarid South Africa, and to figure out to which degree changes of the ecosystems are perceived and caused by farmers' decisions. We hypothesise that both ecosystems respond differently to rangeland degradation: in the savannah biome bush encroachment leads to an improvement of the soil quality, whereas in grasslands degradation of the soils proceeds with intensified management.

Market Structure and Organization in Agri-Food Value Chains: An Application to the German Dairy Sector

The German dairy value chain is subject to profound structural change resulting in increasingly dominant agents at all stages of the chain, i.e. at the farm level, at the processors' level and at the retailers' level. In particular, the consolidation of retailers has increased retailers' bargaining power vis-à-vis their suppliers. Against this background, the overall objective of this subproject is to analyze the structural change in the dairy sector, particularly at the processors' level, by taking into account firms' strategic interactions along the entire dairy value chain. So far, there exists no theoretical workhorse model that allows for the analysis of interdependencies in a three-layer structure where imperfect competition is considered at all three stages. We aim to close this gap to understand how an increasingly dominant retail industry influences strategic decisions at the dairy processors' level which, in turn, may affect dairy farmers. Building upon a three-layer approach, we first examine whether processors have merger incentives to counter the retailers' bargaining power. We then analyze the differences between cooperatives and for-profit firms concerning their decision on product quality and the number of dairy suppliers. Finally, we assess the implications for upstream farmers which rounds off the picture of structural change in the German dairy sector.

Fragmentation of the international forest regime complex: multi-dimensional descriptions, explanations, steering consequences and polital options; The production and utilisation of forest regime fragmentation by bureaucratic politics

This project aims at analysing the influence of competing national and international bureaucracies on the fragmentation of the international forest regime complex (IFRC). Its objectives are: - describing the political dimension of fragmentation of the IFRC programme- explaining the political dimension of fragmentation based on the model of bureaucratic politics- analysing the steering consequences resulting from fragmentation - trans-disciplinary design of solutions for coping with political aspects of fragmentationBuilding on the bureaucratic politics approach these objectives will be pursued by testing the linking hypothesis: Interest and influence of the bureaucracies cause a fragmented programme of the IFRC. This programme supports the goal of profitable timber production but keeps the decision about biodiversity and CO2 sequestration open hindering the effective steering by the IFRC. The project develops an analytical framework consisting of the following independent variables: competing national and competing international bureaucracies, elected politicians, national and international non-state actors and media discourses. The fragmentation of the political programme of the IFRC is the overall dependent variable. This project will analyse the influence of bureaucracies and their coalitions on fragmentation at the international level as well as in national case studies in Sweden, Poland and Germany. The other independent variables will be covered by sub-projects 2, 3 and 4. The findings will be linked to the other political and to the economic and technic-ecological sub projects in order to contribute to the multi-disciplinary description and explanation of fragmentation and its steering consequences.

European Investment Bank - Water Management

BACKGROUND: The Kingdom of Jordan belongs to the ten water scarcest countries in the world, and climate change is likely to increase the frequency of future droughts. Jordan is considered among the 10 most water impoverished countries in the world, with per capita water availability estimated at 170 m per annum, compared to an average of 1,000 m per annum in other countries. Jordan Government has taken the strategic decision to develop a conveyor system including a 325 km pipe to pump 100 million cubic meters per year of potable water from Disi-Mudawwara close to the Saudi Border in the south, to the Greater Amman area in the north. The construction of the water pipeline has started end of 2009 and shall be finished in 2013. Later on, the pipeline could serve as a major part of a national water carrier in order to convey desalinated water from the Red Sea to the economically most important central region of the country. The conveyor project will not only significantly increase water supplies to the capital, but also provide for the re-allocation of current supplies to other governorates, and for the conservation of aquifers. In the context of the Disi project that is co-funded by EIB two Environmental and Social Management Plans have been prepared: one for the private project partners and one for the Jordan Government. The latter includes the Governments obligation to re-balance water allocations to irrigation and to gradually restore the protected wetlands of Azraq (Ramsar site) east of Amman that has been depleted due to over-abstraction by re-directing discharge of highland aquifers after the Disi pipeline becomes operational. The Water Strategy recognizes that groundwater extraction for irrigation is beyond acceptable limits. Since the source is finite and priority should be given to human consumption it proposes to tackle the demand for irrigation through tariff adjustments, improved irrigation technology and disincentive to water intensive crops. The Disi aquifer is currently used for irrigation by farms producing all kinds of fruits and vegetables on a large scale and exporting most of their products to the Saudi and European markets and it is almost a third of Jordan's total consumption. The licenses for that commercial irrigation were finished by 2011/12. Whilst the licenses will be not renewed the difficulty will be the enforcement and satellite based information become an important supporting tool for monitoring. OUTLOOK: The ESA funded project Water management had the objective to support the South-North conveyor project and the activities of EIB together with the MWI in Jordan to ensure the supply of water for the increasing demand. EO Information provides a baseline for land cover and elevation and support the monitoring of further stages. usw.

Methodologies for dealing with uncertainties in landscape planning and related modeling; Uncertainty of predicted hydro-biogeochemical fluxes and trace gas emissions on the landscape scale under climate and land use change

Water, carbon and nitrogen are key elements in all ecosystem turnover processes and they are related to a variety of environmental problems, including eutrophication, greenhouse gas emissions or carbon sequestration. An in-depth knowledge of the interaction of water, carbon and nitrogen on the landscape scale is required to improve land use and management while at the same time mitigating environmental impact. This is even more important under the light of future climate and land use changes. In the frame of the proposal 'Uncertainty of predicted hydro-biogeochemical fluxes and trace gas emissions on the landscape scale under climate and land use change' we advocate the development of fully coupled, process-oriented models that explicitly simulate the dynamic interaction of water, carbon and nitrogen turnover processes on the landscape scale. We will use the Catchment Modelling Framework CMF, a modular toolbox to implement and test hypothesis of hydrologic behaviour and couple this to the biogeochemical LandscapeDNDC model, a process-based dynamic model for the simulation of greenhouse gas emissions from soils and their associated turnover processes.Due to the intrinsic complexity of the models in use, the predictive uncertainty of the coupled models is unknown. This predictive (global) uncertainty is composed of stochastic and structural components. Stochastic uncertainty results from errors in parameter estimation, poorly known initial states of the model, mismatching boundary conditions or inaccuracies in model input and validation data. Structural uncertainty is related to the flawed or simplified description of natural processes in a model. The objective of this proposal is therefore to quantify the global uncertainty of the coupled hydro-biogeochemical models and investigate the uncertainty chain from parameter uncertainty over forcing data uncertainty up the structural model uncertainty be setting up different combinations of CMF and LandscapeDNDC. A comprehensive work program has been developed structured in 4 work packages, that consist of (1) model set up, calibration and uncertainty assessment on site scale followed by (2) an application and uncertainty assessment of the coupled model structures on regional scale, (3) global change scenario analyses and finally (4) evaluating model results in an ensemble fashion.Last but not least, a further motivation of this proposal is to provide project results in a manner that they support planning and decision taking under uncertainty, as this proposal is part of the package proposal on 'Methodologies for dealing with uncertainties in landscape planning and related modelling'.

Sustainable Water Resources Management in the Yanqi Basin, Sinkiang, China

Irrigation in the Yanqi Basin, Sinkiang, China has led to water table rise and soil salination. A model is used to assess management options. These include more irrigation with groundwater, water saving irrigation techniques and others. The model relies on input data from remote sensing. The Yanqi Basin is located in the north-western Chinese province of Xinjiang. This agriculturally highly productive region is heavily irrigated with water drawn from the Kaidu River. The Kaidu River itself is mainly fed by snow and glacier melt from the Tian Mountain surrounding the basin. A very poor drainage system and an overexploitation of surface water have lead to a series of environmental problems: 1. Seepage water under irrigated fields has raised the groundwater table during the last years, causing strongly increased groundwater evaporation. The salt dissolved in the groundwater accumulates at the soil surface as the groundwater evaporates. This soil salinization leads to degradation of vegetation as well as to a loss of arable farmland. 2. The runoff from the Bostan Lake to the downstream Corridor is limited since large amount of water is used for irrigation in the Yanqi Basin. Nowadays, the runoff is maintained by pumping water from the lake to the river. The environmental and ecological system is facing a serious threat. In order to improve the situation in the Yanqi Basin, a jointly funded cooperation has been set up by the Institute of Environmental Engineering, Swiss Federal Institute of Technology (ETH) , China Institute of Geological and Environmental Monitoring (CIGEM) and Xinjiang Agricultural University. The situation could in principle be improved by using groundwater for irrigation, thus lowering the groundwater table and saving unproductive evaporation. However, this is associated with higher cost as groundwater has to be pumped. The major decision variable to steer the system into a desirable state is thus the ratio of irrigation water pumped from the aquifer and irrigation water drawn from the river. The basis to evaluate the ideal ratio between river and groundwater - applied to irrigation - will be a groundwater model combined with models describing the processes of the unsaturated zone. The project will focus on the following aspects of research: (...)
