Target 16 of the Kunming-Montreal Global Biodiversity Framework (GBF) urges national governments to reduce the global footprint of consumption. With the food sector driving biodiversity loss globally, sustainable food systems must become a policy priority. This policy brief offers key recommendations to decision-makers: It outlines actions to effectively promote nature-friendly food production practices, improve the availability of sustainable food options and encourage a voluntary shift towards low-meat and plant-based diets. The brief also highlights the need to reduce food waste and overconsumption as well as improve access to information. It emphasizes that while systemic changes are required, they must be implemented in an equitable manner to leave no one behind. This publication is a product of the working group “Biodiversity & Consumption” of the UNEP One Planet network’s Consumer Information Programme, with contributions from the Food Systems Programme. Its development was supported by the German Federal Agency for Nature Conservation (BfN) with funds from the German Environment Ministry (BMUV). The brief is an output of the project “Shaping nature-friendly consumption”, implemented by the Institute for Ecological Economy Research (IÖW) and the Institute for Energy and Environmental Research (ifeu).
Dieser Abschlussbericht stellt die Ergebnisse des Forschungsvorhabens "Sozial-ökologische Transformation des Ernährungssystems - Politische Interventionsmöglichkeiten auf Basis aktueller Erkenntnisse der Transformationsforschung (TransfErn)" dar. Diese Ergebnisse können insbesondere von Entscheidungsträgerinnen und Entscheidungsträgern in Politik, Verwaltung, Wirtschaft, Zivilgesellschaft und Wissenschaft genutzt werden, um Notwendigkeiten, Chancen und Ansatzpunkte für eine Transformation des Ernährungssystems zu erfassen und anzuwenden. Denn Ziele des Vorhabens waren vor allem, - das Ernährungssystem in Deutschland umfassend aus transformationstheoretischer Perspektivezu betrachten, - zu verstehen, welche Veränderungsprozesse derzeit im Ernährungssystem ablaufen, - näherungsweise zu erfassen, in welchem Maße das Ernährungssystem als nachhaltig einzustufenist, - konkrete Initiativen und Ansätze sowohl der Innovation als auch der Exnovation für dasErnährungssystem zu beschreiben und in Bezug auf ihr Potenzial zu untersuchen, - einzuschätzen, in welcher Phase der Transformation sich das Ernährungssystem derzeit befindet, - zentrale politische Handlungsansätze für die Unterstützung einer nachhaltigen Transformationdarzustellen und - hierfür geeignete, konkrete politische Instrumente vorzustellen und im Hinblick auf ihre politischeDurchsetzbarkeit einzuschätzen. Dietary changes towards healthier and more sustainable diets have been highlighted as one of the key strategies for simultaneously reducing the environmental pressures of the food system and the health risks of current dietary patterns. Although there is broad consensus on the long-term need for global dietary changes, much less information is available or accessible at the national level. This report is intended to fill this gap by distilling estimates of the impacts of dietary changes for Germany from a series of global modelling studies with regional detail. The publication summarizes three strategies for transforming the food system that have been outlined in the “STErn project”, namely the promotion of a more plant-based diet, the further development of the organic farming and food industry and the strengthening of regional value chains. Measures to implement these strategies are bundled into three overarching approaches and presented graphically in the form of profiles. In recent years, numerous niche innovations have emerged in the food systems of European countries, which have the potential to contribute to the necessary, more sustainable shaping of food systems. These niche innovations are presented in this publication as well as classified and evaluated with regard to their potential contribution to the transformation of the food system. The findings from this collection of profiles lead to an outlook that shows which next steps would be necessary to strengthen niche innovations in Germany and to transfer first positive experiences from other European countries to Germany. In particular, associations, federations, companies and public administration are to be encouraged by this project to implement the latest niches from Europe in Germany by means of knowledge transfer, networking and qualification. Sustainability, by definition, is about maintaining future capability in one‘s own decisions. What happens, though, if the framework conditions change? What if the different political, economic and social actors have different ideas of sustainable solutions? Systematically developed future scenarios have been used to point out room for solution for sustainable action in spare time, living and building, as well as nutrition – and reviewed the necessity of resilience against changing framework conditions. Der Bericht identifiziert mittels Literaturauswertung Ansätze (Modelle, Theorien, Konzepte und Strategien), die urban-rurale Verflechtungen thematisieren und bewertet diese aus verschiedenen Perspektiven. Die Ansätze Netzstadt, Grüne Infrastruktur, Integrierte Ländliche Entwicklung, Landscape Approach, Continous Productive Urban Landscapes und City Region Food Systems werden im zweiten Teil des Arbeitspapieres vertiefend untersucht. Ergebnis der Studie ist, dass bislang keine Ansätze vorliegen, die den Fokus explizit auf die Fragestellung des Rural Urban Nexus unter den diversen Bedingungen der räumlichen Entwicklung von Stadt und Land richten. Die Studie zeigt auf, welche Anforderungen aus Sicht der ökologischen Nachhaltigkeit an den Lebensmitteleinzelhandel als zentralen Akteur des Ernährungssystems gestellt werden und wie die derzeitigen Bemühungen der acht umsatzstärksten Lebensmitteleinzelhandels-Unternehmen in Deutschland, nämlich ALDI Nord, ALDI Süd, EDEKA, Kaufland, Lidl, Netto Markendiscount, PENNY und REWE zu bewerten sind. Dazu wurde ein wissenschaftlich basiertes Bewertungsinstrument aus 22 Handlungsfeldern, 43 Indikatoren und 112 Subindikatoren für den LEH entwickelt, das eine systematische Erfassung und Einordnung der Unternehmensbemühungen zur ökologischen Nachhaltigkeit in den Bereichen Lieferkette, eigene Standorte und Verbraucherkommunikation erlaubt. On the basis of a literature review, this paper outlines the main mitigation options for agricultural activities and the broader food system on the supply and the demand side. Economic, policy/legal barriers, technical barriers, socio-cultural barriers, institutional barriers as well as biophysical or environmental barriers hinder the implementation of these options. The identified barriers are clustered and recommendations are developed to overcome them. However, suitable approaches for the development of sustainable food systems need to be context-specific and adapted to local circumstances. Veröffentlicht in Climate Change | 05/2023.
