Verabschiedung einer neuen integrierten Politik der EU für die Arktis

Am 27. April 2016 verabschiedete die Hohe Vertreterin der Union für Außen- und Sicherheitspolitik und die Europäische Kommission einen Politikvorschlag, der als Richtschnur für das Handeln der Europäischen Union in der Arktis dienen wird. Die Europäische Union wird ihre bisherige Tätigkeit und ihr Engagement in der Region durch 39 Maßnahmen verstärken, deren Schwerpunkt auf Klimawandel, Umweltschutz, nachhaltiger Entwicklung und internationaler Zusammenarbeit liegt. Der besonderen Bedeutung von Forschung, Wissenschaft und Innovation wird in allen diesen vorrangigen Bereichen Rechnung getragen. Zur Arktis zählen das zentrale Nordpolarmeer, die regionalen Nebenmeere (z. B. Barents-, Kara- und Tschuktschensee) sowie die Gebiete, die Kanada, dem Königreich Dänemark, Finnland, Island, Norwegen, der Russischen Föderation, Schweden und den Vereinigten Staaten gehören. Drei EU-Mitgliedstaaten sind folglich auch arktische Staaten, während Island und Norwegen dem Europäischen Wirtschaftsraum angehören.

Einrichtung der EU-Plattform für Tierschutz

Am 6. Juni 2017 startete mit einer Auftaktsitzung offiziell die EU-Plattform für Tierschutz. Die Plattform vereint 75 Vertreter von Interessengruppen, NRO, Wissenschaft, Mitgliedstaaten, Ländern des EWR (Europäischer Wirtschaftsraum), internationalen Organisationen und der EFSA (Europäische Behörde für Lebensmittelsicherheit). Damit kommen erstmals alle wichtigen EU-Akteure zusammen, um Erfahrungen auszutauschen und einen Beitrag zur Verbesserung des Tierschutzes zu leisten. Mit der Plattform soll der Dialog zwischen den zuständigen Behörden, den Unternehmen, der Zivilgesellschaft und Wissenschaftlern über Fragen des Tierschutzes gefördert werden, die für die Bürgerinnen und Bürger der EU relevant sind. Die Plattform soll die Kommission dabei unterstützen, koordinierte Maßnahmen zum Tierschutz zu entwickeln und auszutauschen, und zwar mit folgendem Schwerpunkt: 1. bessere Anwendung der EU-Tierschutzvorschriften durch den Austausch von Informationen und bewährten Verfahren sowie die direkte Einbeziehung von Interessengruppen, 2. Ausbau und Nutzung von freiwilligen Verpflichtungen der Unternehmen, 3. Förderung von EU-Tierschutzstandards weltweit. Die Plattform wird zweimal im Jahr zusammenkommen.

A software tool for estimation of burden of infectious diseases in Europe using incidence-based disability adjusted life years

The burden of disease framework facilitates the assessment of the health impact of diseases through the use of summary measures of population health such as Disability- Adjusted Life Years (DALYs). However, calculating, interpreting and communicating the results of studies using this methodology poses a challenge. The aim of the Burden of Communicable Disease in Europe (BCoDE) project is to summarize the impact of communicable disease in the European Union and European Economic Area Member States (EU/EEA MS). To meet this goal, a user-friendly software tool (BCoDE toolkit), was developed. This stand-alone application, written in C++, is open-access and freely available for download from the website of the European Centre for Disease Prevention and Control (ECDC). With the BCoDE toolkit, one can calculate DALYs by simply entering the age group- and sexspecific number of cases for one or more of selected sets of 32 communicable diseases (CDs) and 6 healthcare associated infections (HAIs). Disease progression models (i.e., outcome trees) for these communicable diseases were created following a thorough literature review of their disease progression pathway. The BCoDE toolkit runs Monte Carlo simulations of the input parameters and provides disease-specific results, including 95% uncertainty intervals, and permits comparisons between the different disease models entered. Results can be displayed as mean and median overall DALYs, DALYs per 100,000 population, and DALYs related to mortality vs. disability. Visualization options summarize complex epidemiological data, with the goal of improving communication and knowledge transfer for decision-making.
