Das Projekt "Protection de l'air en Valais (FRA)" wird/wurde ausgeführt durch: Ecole Polytechnique Federale de Lausanne, Communaute d'Etudes pour l'Amenagement du Territoire (C.E.A.T.).Les mesures de protection de l'air se heurtent a des resistances importantes qui hypothequent leur concretisation. Des blocages apparaissent faute d'un dialogue suffisant avec les acteurs de la mise en oeuvre, et les conflits occasionnes ne peuvent etre elimines par l'accumulation de contraintes legales. Pour remedier a cette situation. I'Etat du Valais a choisi d'etablir le plan de mesures fixe par l'Ordonnance federale sur la protection de l'air sous l'angle de la negociation. Cette strategie, que la CEAT a pour mission de developper et d'accompagner, veut que participent a l'elaboration du plan de mesures tous les acteurs concernes: milieux prives et associatifs, instances administratives, autorites politiques, experts techniques. Un poids important est mis sur la concretisation. La demarche est en cours depuis juin 1993, et ses resultats se manifestent progressivement. Les reflexions ne se limitent pas aux aspects techniques, mais integrent des aspects de faisabilite finanviere, administrative ou politique. (FRA)
Magdeburg. Das Land Sachsen-Anhalt setzt seine Maßnahmen zur Vorbeugung gegen die Afrikanische Schweinepest (ASP) fort. Ab sofort wird wieder eine Erlegungsprämie für Schwarzwild gezahlt. Die Regelung gilt rückwirkend ab dem 1. Oktober 2024 bis zum 30. September 2026. „Die Afrikanische Schweinepest bleibt eine ernste Bedrohung – für unsere heimischen Wildbestände ebenso wie für die Landwirtschaft“, sagt Sachsen-Anhalts Landwirtschaftsminister Sven Schulze . „Mit der Erlegungsprämie setzen wir gezielt auf Vorsorge. Unser Ziel ist klar: Schutz durch vorausschauendes Handeln. Die Jägerinnen und Jäger im Land stehen dabei fest an unserer Seite. Sie handeln verantwortungsbewusst – wir unterstützen sie dabei mit einem verlässlichen und praxisnahen Angebot.“ Haushalt ermöglicht Fortsetzung der Finanzierung Der Landtag von Sachsen-Anhalt hatte die Einführung der Prämie im Jahr 2020 beschlossen, um die Reduktion der Schwarzwildbestände zu fördern. Die erneute Bereitstellung der Mittel im Doppelhaushalt 2025/26 in jährlicher Höhe von 1,35 Millionen Euro ermöglicht die Fortführung dieser wichtigen Maßnahme. Antragsberechtigung und Fristen Die Prämie kann von Jagdausübungsberechtigten in Sachsen-Anhalt beantragt werden. Die Auszahlung erfolgt über die Landkreise und kreisfreien Städte. Das Projekt "CDM Market Support Study" wird/wurde gefördert durch: kfw Bankengruppe. Es wird/wurde ausgeführt durch: Ecofys Germany GmbH.The Clean Development Mechanism (CDM) suffers from a price level for certificates that went down to almost zero in a period less than a year. Additionally, no short-term price recovery is expected which could incentivise new projects. A risk is that market participants leave the market and the valuable CDM knowledge base on GHG mitigation and quantification will be lost. The CDM Market Support Study analyses the actual price vulnerability of projects and identifies various financing and project type opportunities for project developers and for (institutional public) investors who intent to support the CDM project continuation and the further development of the CDM framework. The study also shows how the current regulatory framework of the CDM can be maintained by transferring it to future mechanisms. This could be a chance to develop the CDM from a pure market-based instrument towards an integrated part within future market-based and also policy-based instruments. The CDM can provide useful components to currently discussed or tested instruments such as the NMM (New Market Mechanism), the FVA (Framework for Varios Approaches), NAMAs (Nationally Appropriate Mitigation Actions) or results-based financing approaches. The study was financed by the German KfW-managed PoA Support Centre . The aim of the PoA-Support-Centre Germany is to support the development of Programmes of Activities (PoAs) under CDM and JI (Joint Implementation) worldwide.

Es wird/wurde ausgeführt durch: Deutsches Zentrum für Luft- und Raumfahrt, Institut für Technische Thermodynamik, Abteilung Systemanalyse und Technikbewertung.In June 2010, the DLR Group of Systems Analysis started an investigation about innovative financing of Concentrating Solar Power Plants (CSP) in countries of the Middle East and North Africa. We found a possible strategy for the market introduction of concentrating solar power (CSP) plants in the Middle East and North Africa (MENA) that will not require considerable subsidization and will not constitute a significant burden for electricity consumers in the region. In the first section, the paper explains the need of MENA countries for sustainable supply of electricity and calculates the cost of electricity for a model case country. In the second part, the cost development of concentrating solar power plants is calculated on the basis of expectations for the expansion of CSP on a global level. After that, the challenges for the market introduction of CSP in MENA are explained. Finally, we present a strategy for the market introduction of CSP in MENA, removing the main barriers for financing and starting market introduction in the peak load and the medium load segment of power supply. The paper explains why long-term power purchase agreements (PPA) for CSP should be calculated on the basis of avoided costs, starting in the peak load segment. Such PPA are not yet available, the paper aims to convince policy makers to introduce them. Das Projekt "FZT 15: Der Ozean im Erdsystem; Ocean Margins - Research Topics in Marine Geosciences for the 21st Century, Sub project: Infrastructure, Support and Central Management" wird/wurde gefördert durch: Deutsche Forschungsgemeinschaft. Es wird/wurde ausgeführt durch: Universität Bremen, Zentrum für marine Umweltwissenschaften.The research centre 'Ocean Margins' at the University of Bremen was established in July 2001 to geoscientifically investigate the transitional zones between the oceans and the continents. The work of the research centre is a cooperative effort, with expertise provided by the geosciences department and other departments of the university, as well as by MARUM (Center for Marine Environmental Sciences), the Alfred Wegener Institute for Polar and Marine Research, the Max Planck Institute for Marine Microbiology, the Center for Marine Tropical Ecology, and the Senckenberg Research Institute in Wilhelmshaven. Funded by the DFG, the studies focus on four main research fields: Paleoenvironment, Biogeochemical processes, Sedimentation Processes, and Environmental Impact Research. The term 'Ocean Margin' encompasses the region from the coast, across the shelf and continental slope, to the foot of the slope. Over 60 percent of the world's population live in coastal regions. These people have a long history of exploitation of coastal waters, including the recovery of raw materials and food. Human activity has recently been expanding ever farther out into the ocean, where the ocean margins have become more attractive as centers for hydrocarbon exploration, industrial fishing, and other purposes. The research themes of the centre range from environmental changes in the Tertiary to the impact of recent coastal construction, and from microbial degradation in the sediment to large-scale sediment mass wasting along continental margins. New full professorships and junior professorships have been established within the framework of this research centre. In addition to the primary research activities, a research infrastructure will be made available to outside researchers. Graduate education and the public understanding of science also play an important role. In the course of the first two rounds of the Excellence Initiative, the Research Centre was promoted to that status of a cluster of excellence, which has increased the amount of funding it receives up to the average amount of 6.5 million per annum received by clusters of excellence.

Das Projekt "PGS: POLSTRACC / GWLCYCLE and SALSA: Teilnahme der universitären Partner an einer koordinierten Arktis Mission mit HALO" wird/wurde gefördert durch: Deutsche Forschungsgemeinschaft. Es wird/wurde ausgeführt durch: Johann Wolfgang Goethe-Universität Frankfurt am Main, Institut für Atmosphäre und Umwelt.Ziel diesen Antrags ist die Teilnahme der universitären Partner an den Messungen der Kampagne PGS (POLSTRACC/ GWLCYCLE/ SALSA), die im Winter 2015/2016 durchgeführt werden sollen. An der geplanten HALO Kampagne sind die Universitäten Frankfurt, Mainz, Heidelberg und Wuppertal beteiligt. Die Universität Mainz ist kein voller Partner dieses Antrages, da es kein Projekt der Universität Mainz (AG Prof. Peter Hoor) in der letzten Phase des Schwerpunktprogramms gab. Der finanzielle Teil der geplanten Aktivitäten der Universität Mainz soll daher über die Universität Frankfurt abgewickelt werden. Der wissenschaftliche Beitrag der Universität Mainz ist allerdings in einer ähnlichen Weise dargestellt wie für die anderen universitären Partner. Das Ziel von PGS ist es, Beobachtungen einer großen Zahl verschieden langlebiger Tracer zur Verfügung zu stellen, um chemische und dynamische Fragestellungen in der UTLS zu untersuchen (POLSTRACC und SALSA) und die Bildung und Propagation von Schwerwellen in der Atmosphäre zu untersuchen. (GWLCYCLE). Die Universitäten Frankfurt und Wuppertal schlagen vor hierfür GC Messungen von verschieden langlebigen Spurengasen und von CO2 (Wuppertal) durchzuführen. Die Universität Mainz schlägt den Betrieb eines Laser Spektrometers für schnelle Messungen von N2O, CH4 und CO vor und die Universität Heidelberg plant Messungen reaktiver Chlor und Bromverbindungen mit Hilfe der DOAS Technik. Die wissenschaftlichen Studien, die mit den gewonnen Daten durchgeführt werden sollen, werden im Antrag umrissen. Es sind Studien zu Herkunft und Transport von Luftmassen in der UTLS, zu Transportzeitskalen und zum chemischen Partitionierung. Es sei an dieser Stelle darauf hingewiesen, dass diese wissenschaftlichen Arbeiten zwar hier umrissen werden, die Studien selbst aber aufgrund der begrenzten Personalförderung und der kurzen Laufzeit nicht Teil dieses Antrags sind. Ziel dieses Antrags ist es, die Vorbereitung und Integration der Messgeräte zu ermöglichen, die Messungen durchzuführen und die Daten für die Datenbank auszuwerten. Wir beantragen daher hier den universitären Anteil an den Missionskosten (incl. Zertifizierung der Gesamtnutzlast und der Flugkosten), die Personalmittel, Reisekosten und Verbrauchskosten für die Durchführung der Messungen.
