Das Projekt "Ecological economic policy bewteen self-organisation and external control - devices against the environmental policy blockade - national economy subproject as part of the IP society I national economy subproject as part of the IP Minsch" wird/wurde gefördert durch: Schweizerischer Nationalfonds zur Förderung der Wissenschaftlichen Forschung. Es wird/wurde ausgeführt durch: Universität St. Gallen, Institut für Wirtschaft und Ökologie.The notion 'regulative Idee' means, that the fundamental uncertainty related to sustainability makes it impossible to operationalize such a concept. Therefore, politics must define new institutions at all phases of the political problem-solving process, that can warrant the following functions: reflection-guiding to enable the participants to find their true values and interests, capacitate weak stakeholders to self-organisation, warrant participation of all important stakeholders and giving incentives and possibilities to create new alternatives jointly. At the moment, two examples of intermediary institutions in the need-field of nutrition are analyzed (regional product-organisations and landscape-developing-plattforms in the tow swiss cantons of Aarau and Bern) and recommendations for a new decentralised agrarian policy in switzerland after the aera of direct payments are developed. Beneath, the conditions of a third such institution, national and regional labelling-programms at a international level are being clarified. Third, a new national institution, the swiss sustainability-board is being analysed. The end-products will be: first a book that gives answers to some critical questions concerning the swiss sustainability-board and second a contribution to another book that serves as a guide to regionalization in agrarian- and landscape-politics. The partial synthesis 'Institutional Innovations' wants to offer a platform, to transmit the new institutional rules that are being analyzed within the context of the IP Society I. This institutional innovations could be an important extension of environmental policy, if they comply to some criteria, that we are trying to develop.
