Seit dem 26. November 2007 ist die „Richtlinie über die Bewertung und das Management von Hochwasserrisiken“ (HWRL) der EU in Kraft. Ziel der HWRL ist es, einen Rahmen für die Bewertung und das Management von Hochwasserrisiken zur Verringerung der hochwasserbedingten nachteiligen Folgen auf die menschliche Gesundheit, die Umwelt, das Kulturerbe und wirtschaftliche Tätigkeiten in der Gemeinschaft zu schaffen. Die HWRL verfolgt damit den Zweck, durch einen grenzübergreifend abgestimmten Hochwasserschutz in den Flussgebietseinheiten, inklusive der Küstengebiete, die Hochwasserrisiken zu reduzieren und die Hochwasservorsorge und das Risikomanagement zu verbessern. Durch die Umsetzung soll die Verbesserung der Eigenvorsorge der Kommunen und der betroffenen Bürger erreicht werden. Die Hochwassergefahrenkarten und die Hochwasserrisikokarten für den zweiten und dritten Bewirtschaftungszeitraum können Sie im Hochwasserkartenportal unter www.schleswig-holstein.de/hochwasserkarten einsehen. Diese Grundlagendaten dienen dem Ziel dieser Richtlinie, nämlich die Festlegung eines Rahmens für Maßnahmen zur Verringerung der Risiken hochwasserbedingter Schäden. Insbesondere wird für die Raumordnung und die Bauleitplanung einer Kommune (Flächennutzungsplan) die Betroffenheit in einem wasserrechtlichen Überschwemmungsgebiet oder Hochwasserrisikogebiet aufgezeigt. Vertiefte Untersuchungen und abzuleitende Maßnahmen obliegen der Kommune oder dem Bauherrn/Eigentümer. Umweltprobenbank des Bundes (German Environmental Specimen Bank)

Die Umweltprobenbank des Bundes (UPB) mit ihren Bereichen Bank für Umweltproben und Bank für Humanproben ist eine Daueraufgabe des Bundes unter der Gesamtverantwortung des Bundesumweltministeriums sowie der administrativen und fachlichen Koordinierung des Umweltbundesamtes. Es werden für die Bank für Umweltproben regelmäßig Tier- und Pflanzenproben aus repräsentativen Ökosystemen (marin, limnisch und terrestrisch) Deutschlands und darüber hinaus für die Bank für Humanproben im Rahmen einer Echtzeitanalyse Blut-, Urin-, Speichel- und Haarproben studentischer Kollektive gewonnen. Vor ihrer Einlagerung werden die Proben auf eine Vielzahl an umweltrelevanten Stoffen und Verbindungen (z.B. Schwermetalle, CKW und PAH) analysiert. Der eigentliche Wert der Umweltprobenbank besteht jedoch in der Archivierung der Proben. Sie werden chemisch veränderungsfrei (über Flüssigstickstoff) gelagert und somit können auch rückblickend Stoffe untersucht werden, die zum Zeitpunkt ihrer Einwirkung noch nicht bekannt oder analysierbar waren oder für nicht bedeutsam gehalten wurden. Alle im Betrieb der Umweltprobenbank anfallenden Daten und Informationen werden mit einem Datenbankmanagementsystem verwaltet und aufbereitet. Hierbei handelt es sich insbesondere um die biometrischen und analytischen Daten, das Schlüsselsystem der UPB, die Probenahmepläne, die Standardarbeitsanweisungen (SOP) zu Probenahme, Transport, Aufbereitung, Lagerung und Analytik und die Lagerbestandsdaten. Mit einem Geo-Informationssystem werden die Karten der Probenahmegebiete erstellt, mit denen perspektivisch eine Verknüpfung der analytischen Ergebnisse mit den biometrischen Daten sowie weiteren geoökologischen Daten (z.B. INSPIRE: Information system salt: planning basis, selection criteria and estimation of the potential for the construction of salt caverns for storing renewable energies (hydrogen and compressed air) - double saline and flat salt layers (InSpEE-DS)

Which salt formations are suitable for storing hydrogen or compressed air? In the InSpEE-DS research project, scientists developed requirements and criteria for the assessment of suitable sites even if their exploration is still at an early stage and there is little knowledge of the salinaries’ structures. Scientists at DEEP.KBB GmbH in Hanover, worked together with their project partners at BGR and the Leibniz University Hanover, Institute for Geotechnics, to develop the planning basis for the site selection and for the construction of storage caverns in flat layered salt and multiple or double saliniferous formations. Such caverns could store renewable energy in the form of hydrogen or compressed air. While the previous project InSpEE was limited to salt formations of great thickness in Northern Germany, salt horizons of different ages have now been examined all over Germany. To estimate the potential, depth contour maps of the top and the base as well as thickness maps of the respective stratigraphic units were developed. Due to the present INSPIRE geological data model, it was necessary, in contrast to the original dataset, to classify the boundary lines of the potential storage areas in the Zechstein base and thickness layers, whereby the classification of these lines was taken from the top Zechstein layer. Consequently, the boundary element Depth criterion 2000 m (Teufe-Kriterium 2000 m) corresponds on each level to the 2000 m depth of Top Zechstein. However, the boundary of national borders and the boundary of the data basis could not be implemented in the data model and are therefore not included in the dataset. Information on compressed air and hydrogen storage potential is given for the identified areas and for the individual federal states. According to the Data Specification on Geology (D2.8.II.4_v3.0) the content of InSpEE-DS (INSPIRE) is stored in 18 INSPIRE-compliant GML files: InSpEE_DS_GeologicUnit_Isopachs_Zechstein.gml contains the Zechstein isopachs. InSpEE_DS_GeologicUnit_Isobaths_Top_Zechstein.gml and InSpEE_DS_GeologicUnit_Isobaths_Basis_Zechstein.gml contain the isobaths of the top and basis of Zechstein. The three files InSpEE_DS_GeologicStructure_ThicknessMap_Zechstein, InSpEE_DS_GeologicStructure_Top_Zechstein and InSpEE_DS_GeologicStructure_Basis_Zechstein represent the faults of the Zechstein body as well as at the top and at the basis of the Zechstein body. InSpEE_DS_GeologicUnit_Boundary_element_Potential_areas_Zechstein.gml contains the boundary elments of the potential areas at the top and the basis of Zechstein as well as of the Zechstein body. Continuous current observations near DynaCom experimental islands in the back-barrier tidal flat, Spiekeroog, Germany, 2019-11 to 2023-09

Data presented here were collected between November 2019 to September 2023 within the research unit DynaCom (Spatial community ecology in highly dynamic landscapes: From island biogeography to metaecosystems, https://uol.de/dynacom/ ) involving the Universities of Oldenburg, Göttingen, and Münster, the iDiv Leipzig and the Nationalpark Niedersächsisches Wattenmeer. Experimental islands and saltmarsh enclosed plots were established in the back-barrier tidal flat and in the saltmarsh zone of the island of Spiekeroog (Germany). A recording current meter (RCM; SEAGUARD® Recording Current Meter, Aanderaa Data Instruments AS, Bergen/Norway) was installed in the back-barrier tidal flat near the experimental islands. The sensor was bottom-mounted in a shallow tidal creek (0.59 m NHN) using a steel girder buried in the sediment, which caused the sensor to be exposed during low tide. All low-tide data have been removed from the dataset. The system was equipped with a ZPulse Doppler Current Sensor (DCS), a conductivity sensor, an oxygen optode, and two analogue sensors for chlorophyll-a and turbidity (16445). All sensors were pre-calibrated by the manufacturer. Recorded data were internally logged until readout with the SeaGuard Studio software (V1.5.23). Salinity was derived in the SeaGuard Studio software using temperature-dependent, nonlinear seawater conductivity compensation following the Practical Salinity Scale (PSS-78). Subsequent data processing was done using MATLAB (R2024b). Turbidity and chlorophyll-a data were excluded from the final dataset, as the recorded signals show implausible values and did not pass quality-control criteria. Post-processing and quality control included (a) the removal of low tide data, data covering maintenance activities, and data affected by biofouling, (b) the removal of implausible values, c) an outlier detection using the Hampel filter method, and (d) visual checks. Identified outlier were removed and synchronously removed across all associated parameters of the respective sensor.

Zyklus 2016 - 2021 wurde die Landnutzung des Digitalen Landschaftsmodells (Basis-DLM) Niedersachsen des Landesamtes für Geoinformation und Landesvermessung Niedersachsen (LGLN) in sechs Klassen reklassifiziert. In den Hochwasserrisikokarten werden diese Daten im Bereich der Risikogebiete dargestellt. Je nach Szenario, HQhaeufig (häufig/high), HQ100 (mittel/medium), HQextrem (selten/low), ergeben sich unterschiedliche Ausdehnungen und Risiken.Die Neuklassifizierung enthält folgende Zusammenfassungen:- Wohnbauflächen, Flächen gemischter Nutzung- Industrie- und Gewerbeflächen; Flächen mit funktionaler Prägung- Verkehrsflächen- Landwirtschaftlich genutzte Flächen; Wald, Forst- Sonstige Vegetations- und Freiflächen- Gewässer

Zyklus 2016 - 2021 mit zu erwartenden signifikanten Schäden für ein Hochwasser mit hoher Wahrscheinlichkeit (HQhäufig).Im Zuge der Hochwasserrisikomanagement-Richtlinie (HWRM-RL) wurden Risikogebiete ermittelt, für die ein potentiell signifikantes Hochwasserrisiko besteht oder für wahrscheinlich gehalten werden kann. Hierbei waren insbesondere die relevanten Risiken für die Schutzgüter menschliche Gesundheit, Umwelt, Kulturerbe und wirtschaftliche Tätigkeiten zu erfassen und zu beurteilen.Diese Daten sind auch im INSPIRE Datenmodell „Annex 3: Gebiete mit naturbedingten Risiken“ erhältlich. Die Bereitstellung erfolgt über die Bundesanstalt für Gewässerkunde (BfG) per Darstellungs- und Downloaddienst, deren URLs in den Transferoptionen angegeben sind.
