In diesem Gutachten wird überprüft, in welcher Weise internationale
Klimafinanzierungsansätze Projekte zum Nexus von Klimawandel, menschlicher Mobilität und Fragilität fördern und welche Voraussetzungen hierfür notwendig sind. Das betrachtete
Spektrum menschlicher Mobilität reicht hierbei von (freiwilliger) Migration über potenzielle
Vertreibung bis hin zu geplanten Umsiedlungen. Eine Auswertung exemplarischer
Projektbeispiele verdeutlicht, dass zentrale Finanzierungsinstrumente wie der Adaptation Fund, der Green Climate Fund und der Least Developed Countries Fund als multilaterale oder auch die Internationale Klimaschutzinitiative als bilateraler Ansatz einzelne Aspekte menschlicher Mobilität in Projekten adressieren. Eine systematische Einbettung in einen konfliktsensitiven Rahmen ist allerdings bislang nicht gegeben. Die verfolgten Ansätze sind vielfach proaktiv ausgerichtet und tragen beispielsweise zu einer breiten Resilienz-Stärkung einzelner besonders vulnerabler Bevölkerungsgruppierungen oder zur Installierung von Frühwarnsystemen hinsichtlich extremer Wetterereignisse bei. Auf diese Weise soll die Notwendigkeit klimabedingter Mobilitätsbewegungen auch innerhalb einzelner Länder vermindert werden. Weitere Ansätze setzen antizipatorisch bei Umsiedlungsmaßnahmen an, um angesichts wahrscheinlicher Klimawandelfolgen frühzeitig die Risiken einer unfreiwilligen Vertreibung zu minimieren. Auf der Grundlage dieser ersten Erfahrungen werden abschließend für einzelne
Mobilitätstypen mögliche Projektbausteine festgehalten, die einen ersten Schritt hin zu einerverbesserten Systematik bei der Behandlung des Nexus Klimawandel, menschliche Mobilität und Fragilität bedeuten können.
The project supports national climate finance institutions tasked with accessing the Green Climate Fund (GCF) under the Fund's direct access modality and provides strategic and conceptual support for developing national climate change strategies. In partnership with the Caribbean Development Bank (CDB) and German International Cooperation Agency (GIZ), Climate Analytics provides both assessment and analysis of climate finance readiness needs and gaps in the Caribbean region. Additionally, activities are implemented to address these issues in the short-medium term, including assisting national and regional entities to gain accreditation to the GCF and Adaptation Fund (AF).
For the launch of the programme, Climate Analytics provided conceptual and organisational support to an initial regional readiness workshop held in Barbados on 15-16 July 2013, bringing together high-level policy-makers, representatives of donor countries and stakeholders from civil society in the region.
This bilateral initiative was designed to support the identification, the formulation and the implementation of integrated adaptation strategies in developing countries particularly vulnerable to climate change. Supported under the German government's climate initiative (ICI) it commenced in 2011 with a pilot conducted in Grenada and Mali. Climate Analytics, in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the United Nations Development Programme (UNDP), conducted appraisal missions in both countries. In close collaboration with Grenadian and Malian government officials and a variety of other relevant actors, a detailed project concept and proposals were developed.
The proposals developed for Mali and Grenada will be implemented by GIZ and UNDP together with national institutions in these countries.
The programme developed with the government of Mali will benefit from a grant of up to €10 million from the German government and will focus on the following three areas: - Climate knowledge acquisition and management - Improvement of climate change governance - Implementation of concrete, innovative, integrated and gender sensitive adaptation measures in various sectors such as agriculture, water, land degradation.
The programme developed with the government of Grenada will benefit from a grant of up to €5 million from the German government and will focus on the following four areas: - Development of a strategic approach to integrating and mainstreaming climate change adaptation and climate resilience across sectors - Climate resilient integrated water and coastal resource management - Implementation of pilot adaptation and climate resilience activities on the ground, supporting communities to improve livelihoods through a Community Climate Change Adaptation Fund - Knowledge management and establishment of capacity to access climate finance.
