Die "Negativkulisse" stellt die Flächen dar, für die das Vorkaufsrecht gem. § 50 Abs. 1 Nr. 1 bis 4 LNatSchG und weitere durch die Allgemeinverfügung zum Vorkaufsrecht (bekannt gemacht im Amtsblatt für Schleswig-Holstein 2016, Seite 839) benannte Flächen, nicht besteht.

Improving the Livelihood of the Rural Population through the Production of Bushmeat in Ghana

Background: Ghanas transition forests, neighbouring savannahs and timber plantations in the Ashanti region face a constant degradation due to the increased occurrence of fires. In most cases the fires are deliberately set by rural people for hunting purposes. Main target is a cane rat, here called grasscutter (Thryonomys swinderianus), whose bushmeat is highly esteemed throughout the country. The animal is a wild herbivorous rodent of subhumid areas in Africa south of the Sahara. The grasscutter meat is an important source of animal protein. Existing high-value timber plantations (mainly Teak, Tectona grandis) are affected by fires for hunting purposes. Thus resulting in growth reduction, loss of biomass or even complete destruction of the forest stands. It became obvious that solutions had to be sought for the reduction of the fire risk. Objectives: Since 2004 the Institute for World Forestry of the Federal Research Centre for Forestry and Forest Products, Hamburg, Germany is cooperating with a Ghanaian timber plantation company (DuPaul Wood Treatment Ltd.) the German Foundation for Forest Conservation in Africa (Stiftung Walderhaltung in Afrika) and the Center for International Migration with the purpose to improve the livelihood of the rural population in the surroundings of the forest plantation sites and simultaneously to safeguard and improve the timber plantations. The introduction of grasscutter rearing systems to local farmers accompanied by permanent agricultural and agroforestry practices appeared to be a promising approach for the prevention of fires in the susceptible areas. Additionally a functioning grasscutter breeding system could contribute to the improvement of food security, development of income sources and the alleviation of poverty. The following measures are implemented: - Identification of farmers interested in grasscutter captive breeding, - Implementation of training courses for farmers on grasscutter rearing, - Delivery of breeding animals, - Supervision of rearing conditions by project staff, - Development of a local extension service for monitoring activities, - Evaluation of structures for grasscutter meat marketing. Results: After identification of key persons for animal rearing training courses were successfully passed and animals were delivered subsequently. Further investigations will evaluate the effects of the grasscutter rearing in the project region. This will be assessed through the - Acceptance of grasscutter rearing by farmers, - Success of the animal caging, - Reproduction rate, - Meat quality, - Marketing success of meat, - Reduction of fire in the vicinity of the timber plantations, - Improvement of peoples livelihood.

Die Sanasilva-Inventur

*Der Gesundheitszustand der Bäume im Schweizer Wald wird seit 1985 mit der Sanasilva-Inventur repräsentativ erfasst. Die wichtigsten Merkmale sind die Kronenverlichtung und die Sterberate. Das systematische Probeflächen-Netz der Inventur ist im Laufe der Zeit ausgedünnt worden. In der Periode von 1985 bis 1992 wurden rund 8000 Bäume auf 700 Flächen im 4x4 km-Netz aufgenommen, 1993, 1994 und 1997 rund 4000 Bäume im 8x8 km-Netz und in den Jahren 1995, 1996 und 1998 bis 2002 rund 1100 Bäume im 16x16 km-Netz . Aufnahmemethode Alle drei Jahre (1997, 2000) wird die Sanasilva-Inventur auf dem 8x8-km Netz (ca. 170 Probeflächen ) durchgeführt. In den Jahren dazwischen findet die Inventur auf einem reduzierten 16x16-km Netz (49 Probeflächen) statt. Jede Fläche besteht aus zwei konzentrischen Kreisen. Der äussere Kreis hat ein Radius von 12.62 m (500 m2) und der innere ein Radius von 7.98 m (200 m2). Auf dem inneren Kreis werden alle Bäume mit einem Mindestdurchmesser in Brusthöhe von 12 cm und auf dem äusseren Kreis mit einem Mindestdurchmesser in Brusthöhe von 36 cm aufgenommen. In Nordrichtung wird zusätzlich in 30 m Entfernung eine identische Satellitenprobenfläche eingerichtet. Die Aufnahme findet in Juli und August statt. Eine Aufnahmegruppe besteht aus zwei Personen, von denen eine die Daten erhebt, und die andere die Daten eintippt. Die Daten werden mit dem Feldkomputer Paravant und der Software Tally erfasst. Die Aufgabenteilung wechselt zwischen Probeflächen. Auf dem 8x8-km Netz werden zusätzlich 10 Prozent der Flächen von einer unabhängigen zweiten Aufnahmegruppe zu Kontrollzwecken aufgenommen. Hauptmerkmale der Sanasilva-Inventur: Die Sanasilva-Inventur erfasst vor allem folgende Indikatoren des Baumzustandes: Die Kronenverlichtung wird beschrieben durch den Prozentanteil der Verlichtung einer Krone im Vergleich zu einem Baum gleichen Alters mit maximaler Belaubung/Benadelung an diesem Standort, den Anteil dieser Verlichtung, der nicht durch bekannte Ursachen erklärt werden kann, den Ort der Verlichtung, den Anteil und den Ort von unbelaubten/unbenadelten Ästen und Zweigen. Die Kronenverfärbung wird durch die Abweichung der mittleren Farbe (aufgenommen als Farbton, Reinheit und Helligkeit nach den Munsell Colour Charts) eines Baumes zu der für diese Baumart typischen Normalfarbe (Referenzfarbe) und durch das Vorhandensein, das Ausmass und den Ort der von der Referenzfarbe abweichenden Farben beschrieben. Der Zuwachs eines Baumes wird durch die zeitliche Veränderung der aufgenommen Baumgrössen beschrieben (Brusthöhendurchmesser, Höhe des Baumes, Kronenlänge und Kronenbreite). Weitere Merkmale sind die erkannten Ursachen der Kronenverlichtung, die Kronenkonkurrenz und das Vorkommen von Epiphyten, Mistel und Ranken in der Baumkrone.

Abfragetool zum naturschutzrechtlichen Vorkaufsrecht

Die nachfolgende Abfrage gemäß der Allgemeinverfügung des Ministeriums für Klimaschutz, Landwirtschaft, ländliche Räume und Umwelt vom 10.05.2017 (AmtsBl. M-V Nr. 21, S. 386ff) ermöglicht die elektronische Prüfung, ob für ein gesuchtes Grundstück im Land Mecklenburg-Vorpommern das naturschutzrechtliche Vorkaufsrecht besteht oder bestehen kann. Dies betrifft alle Flurstücke, die ganz oder teilweise in einem Nationalpark oder in einem festgesetzten oder einstweilig sichergestellten Naturschutzgebiet liegen.

TOP-Energy - Toolkit for Optimization of Industrial Energy Systems

Rational energy use in industry decreases costs, environmental pollution and the depletion of resources. Since energy costs are often of the same magnitude as the profit, reduced energy use considerably affects the company results. Yet, systematic, profound analysis and optimization of energetic processes are seldom conducted. In order to reduce the effort and increase the quality of energy system analysis, a computer aided method is being developed in a research project called TOP-Energy (Toolkit for Optimisation of Industrial Energy Systems). The main aim of TOP-Energy is to support energy consultants in analysing and optimising industrial energy supply systems by providing modules for documentation, simulation and evaluation of energy systems with respect to energetic, economic and environmental aspects. To ensure an integrated workflow, TOP-Energy reflects a business process model derived from the German guideline, VDI 3922. TOP-Energy consists of two major parts, a unifying framework and a set of modules: The former supplies the services of a modern GUI-application such as module-sensitive dialogs and presentations, flow sheet editing and report generation. It includes a sophisticated, abstract data model and operates as a software bus for modules allowing them to integrate their own XML-based data. The latter are technical modules, addressing particular aspects of energy system analysis such as economic analysis or system simulation. An outstanding feature of TOP-Energy is the supply system simulator, called eSim, which can be tailored to the end users needs. It evaluates energy supply concepts by means of historical demand data. In contrast to other simulator packages, eSim supersedes the costly modelling of control systems at an early stage of concept development by automatic optimisation of component deployment.

Trees, Resilience and Livelihood Recovery in the Tsunami-affected Coastal Zone of Aceh and North Sumatra (Indonesia)

Post-Tsunami call for coastal protection forest has been quick and loud, as presence of trees could certainly have reduced loss of human lives. Coastal zone management has to provide environmental protection and meet economic targets of livelihood options based on sea plus land-based activities. Tree crops and trees preferred by farmers contribute to both. Pre-Tsunami 40-60 percent of the economy of West Aceh and Nias depended on tree crops. Our aim is to help rebuild a green infrastructure that enhances the resilience of the coastal population in the face of multiple stresses. We start with assessing damage to trees, changes in land suitability and impacts on the production-marketing chain and will follow up with activities supporting short term recovery (using existing trees) and preparing for the opportunities of rehabilitated infrastructure. Lessons learnt on resilience will be shared as international public goods.

FP6-SUSTDEV, Assessing Large-scale environmental Risks with tested Methods (ALARM) - TTC

Based on a better understanding of terrestrial and freshwater biodiversity and ecosystem functioning ALARM will develop and test methods and protocols for the assessment of large-scale environmental risks in order to minimise negative direct and indirect human impacts. Research will focus on assessment and forecast of changes in biodiversity and in structure, function, and dynamics of ecosystems. This relates to ecosystem services and includes the relationship between society, economy and biodiversity. In particular, risks arising from climate change, environmental chemicals, biological invasions and pollinator loss in the context of current and future European land use patterns will be assessed. There is an increasing number of case studies on the environmental risks subsequent to each of these impacts. This yields an improved understanding on how these act individually and affect living systems. Whereas the knowledge on how they act in concert is poor and ALARM will be the first research initiative with the critical mass needed to deal with such aspects of combined impacts and their consequences. So far the ALARM consortium combines the expertise of 54 partners from 26 countries (19 EU, Bulgaria, Romania, Israel, Switzerland, Russia, Chile, and Argentina). Within this call we propose to include 16 new TTC partners from Russia, Belarus, China, South-Africa, India, Croatia, Ukraine, Serbia & Montenegro, The Philippines, Bolivia, Guatemala, and Mexico, in order to complement expertise and geographical coverage of the existing consortium.

FP6-POLICIES, Horizontal Standards on Hygienic parameters for Implementation of EU Directives on Sludge, Soil and Treated Bio-waste (HORIZONTAL-HYG)

The working documents on revision of the Sewage Sludge Directive (86/278/EEC) on Biowaste and the Soil Protection Communication call for standards on sampling and analysis of sludge, treated biowastes and soils. The European Directives are intended to prevent unacceptable release of contaminants, impairment of soil function, or exposure to pathogens, and to protect crops, human and animal health, the quality of water and the wider environment when sludges and treated biowastes are used on land. The EU animal by-product regulations are fixing microbiological threshold values, for which microbiological methods of analysis are needed. The European Commission wishes to cite European (CEN) standards in order that there is harmonised application of the directives and that reports from Member States (MS) can be compared. This project to develop standards for hygienic parameters in sludge, soil and biowaste, presented under the name 'HORIZONTAL-HYG', will be carried out under the umbrella of the main project HORIZONTAL 'Development of horizontal standards for soil, sludge and biowaste'. This ensures full integration in the CEN system through BT Task Force 151 specially set up in support of this project as well as direct supervision by DG ENV and MS, which form the Steering Committee of HORIZONTAL. Preparation of HORIZONTAL-HYG was taken in a full agreement with the DG ENV, DG JRC and the MS already contributing to HORIZONTAL. HORIZONTAL-HYG's objective is to produce standardised methods for sampling and hygienic microbiological parameters, as Salmonella spp, Escherichia coli, Clostridium perfringens, Ascaris ova in sludges, treated biowastes and soils written in CEN format. Validation of the methods is an essential part of the development as it quantifies performance in terms of repeatability and reproducibility. The consortium is well connected in CEN and ISO and thus provides an excellent basis for implementation of the deliverables. Parasitärer Effekt auf den Juvenilhormon-Titer des Schwammspinners, Lymantria dispar

Die Metamorphose und die Reproduktion von Insekten werden von Juvenilhormonen (JH) reguliert, ein Gruppe nahverwandter Verbindungen. Defekte in der JH-Synthese oder Behandlungen von Insekten mit JH-ähnlichen Verbindungen bewirken letale Entwicklungsstörungen oder Sterilität. Es wird vermutet, dass bestimmte Effekte von Parasitoiden auf die Entwicklung des Wirtes durch Veränderungen des JH-Titers verursacht werden. Solche Messungen sind aufgrund der geringen Konzentrationen des Wirkstoffes äußerst kostspielig und häufig nicht zuverlässig. In dem Projekt soll eine neue Methode zur Quantifizierung der JH Verbindungen entwickelt sowie der Einfluss zweier Parasitoidenarten auf der JH-Titer der Raupen von Lymantria dispar untersucht werden.

Schwerpunktprogramm (SPP) 1176: Climate and Weather of the Sun-Earth-System (CAWSES); Klima und Wetter des Systems Sonne/Erde, SOLEIL: Solar variability and trend effects in layers and trace gasesin the upper atmosphere

Various layers exist in the summer mesosphere at middle and polar latitudes which owe their existence to water ice particles. These layers are called ‚noctilucent clouds' (NLC), ‚polar meso- sphere clouds' (PMC), and ‚polar mesosphere summer echoes' (PMSE) which reflects different observation geometry or entirely different physical processes involved. These layers are very sen- sitive to temperature (and to a lesser extent to H2O) and are therefore best suited to indicate long term and solar cycle changes. Indeed, variations on decadal time scales of different layer parameters (occurrence frequency, layer brightness etc.) have been reported from ground and satellite based observations. However, the physical and photo-chemical processes involved are not understood and some of the observations contradict expectations. In this proposal we want to study the long term (decadal scale) formation of layers in the polar summer mesopause region, in particular their sensitivity to variations of background conditions caused by solar forcing and anthropogenic increase of greenhouse gases. We investigate and complement the available observations on layers (NLC/PMC/PMSE) and trace gases (ground based microwave and satellite observations of H2O) and perform model calculations with the LIMA GCM model. In the third phase of the SPP we want to study in particular the feed back mechanisms of ice formation on the atmosphere (e. g., through freeze drying) and the coupling mechanisms to above and below.
