Am 28. April 2017 beschloss der Ministerrat der EU in einem knappen Ergebnis neue Umweltstandards für Großfeuerungsanlagen (LCP), worunter auch Kohlekraftwerke fallen. Deutschland war eines von acht Ländern, die dagegen stimmten. Die Novelle regelt nun den Einsatz der besten verfügbaren Techniken bei LCPs unter verschärften Bedingungen. Durch die neue Regulierung dürfen die Anlagen ab 2021 deutlich weniger Feinstaub, Schwefel und Stickoxide ausstoßen. Zum ersten Mal sind auch Grenzwerte für Quecksilber festgeschrieben worden.

The Global Ozone Monitoring Experiment-2 (GOME-2) instrument continues the long-term monitoring of atmospheric trace gas constituents started with GOME / ERS-2 and SCIAMACHY / Envisat. Currently, there are three GOME-2 instruments operating on board EUMETSAT's Meteorological Operational satellites MetOp-A, -B and -C, launched in October 2006, September 2012, and November 2018, respectively. GOME-2 can measure a range of atmospheric trace constituents, with the emphasis on global ozone distributions. Furthermore, cloud properties and intensities of ultraviolet radiation are retrieved. These data are crucial for monitoring the atmospheric composition and the detection of pollutants. DLR generates operational GOME-2 / MetOp level 2 products in the framework of EUMETSAT's Satellite Application Facility on Atmospheric Chemistry Monitoring (AC-SAF). GOME-2 near-real-time products are available already two hours after sensing. OCRA (Optical Cloud Recognition Algorithm) and ROCINN (Retrieval of Cloud Information using Neural Networks) are used for retrieving the following geophysical cloud properties from GOME and GOME-2 data: cloud fraction (cloud cover), cloud-top pressure (cloud-top height), and cloud optical thickness (cloud-top albedo). OCRA is an optical sensor cloud detection algorithm that uses the PMD devices on GOME / GOME-2 to deliver cloud fractions for GOME / GOME-2 scenes. ROCINN takes the OCRA cloud fraction as input and uses a neural network training scheme to invert GOME / GOME-2 reflectivities in and around the O2-A band. VLIDORT [Spurr (2006)] templates of reflectances based on full polarization scattering of light are used to train the neural network. ROCINN retrieves cloud-top pressure and cloud-top albedo. The cloud optical thickness is computed using libRadtran [Mayer and Kylling (2005)] radiative transfer simulations taking as input the cloud-top albedo retrieved with ROCINN. Based on the Directive on Industrial Emissions (IED, which replaced Directive 2008/01/EC) an information exchange about Best Available Techniques (BAT) between industry, Member States and Environmental NGO is organised by the European Commission for industry sectors mentioned in Annex 1 of the IED. It was intended to start drafting and updating the BAT documents on foundries in 2012. Due to delays it is expected that the starting date is 2016. It is seen as important to provide substantiated contributions to reflect the high standard of techniques in German foundries in that international document. Therefor new developments and the available information about BAT had to be investigated and documented. The elaboration of the German contributions has been managed by the German EPA ( UBA ). The objective of the project performed by Ökopol GmbH, Hamburg, and by the Institute on Foundry Technology gGmbH, Düsseldorf has been to elaborate the basis for the German contributions to the document on BAT in foundries. This report was created to aid the revision process of the BAT reference document "Large Combustion Plants" (LCP). It includes the summary of the national data collection of 50 LCPs in Germany. In addition to this, a first evaluation was carried out. Directions on how to use and interpret the presented data are given in chapter 2 and 5. To cover the topics of load flexibility and start-up/shutdown sequences, an additional chapter is included in this report. In this, the load-dependent emissions of power plants are presented, using the example of a hard coal-fired plant and anatural gas-fired CCGT plant. In the project, it was determined that approximately 1000 plants for chromium plating and pickling of plastics are operated in Germany, in which PFOS has been mainly substituted by 6:2 FTS. Many process alternatives already exist for the use of wetting agents or Cr(VI). The results of the project can be used, among others, for the reporting obligations under the POPs Regulation and the exchange on Best Available Techniques at EU level. In the project, a comprehensive overview of the chromium-plating and plastic etching plants was collected. The aim of this research project was to determine the state of the art in chromium plating and plastic pickling as well as existing process alternatives. In September 2016, the European Commission started an information exchange with member states, industry associations and NGOs on best available techniques for waste gas treatment in the chemical sector. Aim of the information exchange is the development of a Best Available Techniques (BAT) Reference Document on Common Waste Gas Treatment in the Chemical Sector (WGC BREF ). With this research report, the German Environment Agency ( UBA ) contributes to the information exchange. The objective of the project was the compilation and assessment of air emission values from installations of the chemical industry sector in Germany, considering related waste gas treatment. Based on the Industrial Emissions Directive (2010/75/EU), the European Commission started 2014 an information exchange on best available techniques (BAT), aiming at the revision of the BAT Reference Document for Surface Treatment Using Organic Solvents” (STS BREF 2007). Germany participates actively in the information exchange to promote an ambitious level of environmental regulation in Europe. The research project evaluated and documented best available techniques in plants in Germany. Technical information and emission data were documented and assessed for these plants, either applying process-integrated measures or end-of-pipe techniques for emission reduction.
