Die Wahrscheinlichkeit künftiger Rohstoffkonflikte hängt einerseits von Entwicklungen der Angebot und Nachfrage ab, welche die strategische Relevanz eines Rohstoffs bestimmen (s. Abschnitt 3.1, vgl. auch Bericht 2 dieses Forschungsvorhabens von Supersberger et al.). Maßgeblich sind andererseits die Kontextbedingungen in Produzenten- und Verbraucherländern, die in einem komplexen Zusammenspiel maßgeblich mögliche gewaltförmige Entwicklungen der Rohstoffnutzung beeinflussen. Die in diesem Bericht geleisteten Erörterungen zum theoretisch-konzeptionellen Rahmen können dazu beitragen, gegenwärtige wie zukünftige Rohstoffkonflikte in ihren Einflussfaktoren besser einzuordnen. A) Problemstellung: Die Nachfrage nach natürlichen Ressourcen und ihre Preise haben sich in den letzten Jahren zum Teil drastisch erhöht. Mit China und Indien sind neue Nachfrager auf dem Weltmarkt aufgetreten. Die zunehmende Nachfrage wird als eine potentielle Ursache für zukünftige internationale Krisen, Konflikte oder gar Ressourcenkriege angesehen. Es wird befürchtet, dass Rohstoffe wie Kupfer knapp werden, die Förderung nicht mehr ausreicht, um die steigende Nachfrage zu befriedigen, die Verfügbarkeit durch Preisanstiege eingeschränkt wird oder der Zugang zu Rohstoffen durch nationale Sicherungsmaßnahmen oder gewaltsame Aktionen im Kontext der sog. 'Konfliktressourcen' erschwert wird. B) Handlungsbedarf (BMU; ggf. auch BfS, BfN oder UBA): BMU ist Mitglied des Ressortkreises Zivile Krisenprävention, Konfliktlösung und Friedenskonsolidierung. Umwelt- und Ressourcenschutz sind wichtige Bestandteile des Aktionsplans Zivile Krisenprävention, Konfliktlösung und Friedenskonsolidierung. Das Vorhaben soll dazu dienen, die potentiellen Konfliktrisiken einer steigenden Nachfrage nach Rohstoffen zu minimieren. Dabei kommen Maßnahmen der Bundesregierung und der deutschen Wirtschaft - wie in der Rohstoffstrategie der Bundesregierung bereits avisiert - und privater Unternehmen in den Herkunftsländern eine besondere Bedeutung zu. Das Vorhaben ermöglicht eine Verzahnung des umweltpolitischen Schwerpunkts Ressourceneffizienz des BMU mit der Außen-, Entwicklungs- und Sicherheitspolitik der Bundesregierung. C) Ziele des Vorhabens sind die Identifizierung von ressourcenbezogenen Konfliktrisiken und die Entwicklung von Empfehlungen zur Verminderung von ressourcenbezogenen Konfliktrisiken.
Climate change and securing the energy supply are amongst the major challenges for the growth of the economy and for the well-being of nations. The increasing number of climate change related disasters, the dramatic increase of the oil price and the gas crisis between Russia and the Ukraine in late 2005 underline these critical developments. In this context, a comprehensive discussion of feasible strategies for a sustainable energy supply is urgently needed to achieve a turnaround of this trend in the medium term and to reassure energy supply in the long term. The necessary fundamentals required for the development of a long term energy vision lack widely, due to the absence of reasonable long term scenarios that fulfill the requirements of climate protection. In addition, no adequate translation of ecological considerations into economic models is currently available in this respect. Furthermore, when comparing different energy technologies by economic means, external costs are normally not considered and distorted costs result in misleading market signals. The study 'Monetary Energy Footprint Analysis aims at developing a combined economic and ecological model, and will allow the economic and ecological evaluation of different energy scenarios. External costs will be considered in the calculation and comparability of the scenarios will be obtained through a long term investment appraisals. The investment guidelines developed in this study will provide economic and political decision makers with a tool to rate energy investments by their long term costs for the economy. The consortium for this project consists of the World Wide Fund for Nature (WWF) and the Institute of Environmental Economies of the Vienna University of Economics and Business Administration (WU Wien).
Der internationale Konflikt um den Walfang ist ein exzellentes Beispiel für die Analyse von unterschiedlichen kulturellen Vorstellungen bzgl. des universalistischen Konzepts von Natur. Das Dissertationsvorhaben fragt nach den Ursachen und Gründen für diese neuartige, erst in einer vernetzten Welt zustande kommenden Auseinandersetzung. Die Hypothese lautet, dass die dominante europäische Konzeption von Natur in Grönland und Japan auf ihre Grenzen stößt.
Wassermangel in ariden Zonen der Erde wird der Konfliktauslöser der Zukunft sein. Der Mangel an sauberem, hygienisch einwandfreiem Trinkwasser führt dazu, dass heute weltweit täglich Tausende Menschen aufgrund von verunreinigtem Wasser und Wassermangel erkranken oder sterben. Betroffen hiervon sind vor allem die wenig entwickelten Länder der Dritten Welt. Häufig steht nur salzhaltiges oder verschmutztes Wasser zur Verfügung. Die hochtechnisierte Wasseraufbereitungstechnik der Industrieländer ist zur Lösung dieser Aufbereitungsprobleme nicht direkt zu übertragen, da diese zu kostenintensiv ist und einen hohen Energiebedarf hat. Aus diesem Grunde muss nach Alternativen gesucht werden, mit denen eine einfache und effiziente Aufbereitung des Wassers möglich wird. Ziel dieses Projektes ist es, eine modular aufgebaute Aufbereitungseinheit für die Gewinnung von Trinkwasser durch solare Wasserdestillation mit Voraufbereitung durch angepasste Filtrationsverfahren zu erstellen und unter Praxisbedingungen den Nachweis der Funktionsfähigkeit zu erbringen. Die Aufbereitungsanlage soll für die dezentrale Trinkwassergewinnung aus salzhaltigem Wasser, aus Abwasser oder allgemein verunreinigtem Oberflächenwasser eingesetzt werden. Für den Betrieb der Anlage reicht in allen Ausbaustufen Sonnenenergie (thermisch und photovoltaisch) aus. Es soll ein neuer Kollektortyp entwickelt werden, der direkt vom Wasser durchflossen wird und ein neuartiges, korrosionsbeständiges Absorbermaterial enthält. Besonderer Wert wird auch auf die Entwicklung und Integration angepasster Voraufbereitungsverfahren in Form von Schnellfiltern mit Schwerkraftspülung oder biologisch arbeitenden Bodenfiltern gelegt. Aufgrund der besonderen Anforderungen in Entwicklungsländern sind unterschiedliche Ausbaustufen geplant. Der Betrieb der Anlage in der Grund-Ausbaustufe kann allein von Hand erfolgen, es ist keine Energie notwendig. Hier wird der notwendigen Einfachheit einer solchen Anlage und dem Beschäftigungsaspekt in den Einsatzländern Rechnung getragen. Bei weiteren möglichen Ausbaustufen nimmt die Automatisierung zu, wobei Photovoltaikstrom zum Betrieb der Pumpen und der Anlagensteuerung ausreicht.
A crucial vulnerability faced by the international community in the near future will be access to fresh water in sufficient quantity and of adequate quality to meet increasing and more diverse needs of a growing world population. Mountains have always held a privileged relationship with water, as the sources of the world's greatest rivers and as the home of the great reserves of water held in glaciers.Major global forces nevertheless threaten these mountain reservoirs. Climate change is predicted to modify quantities of water available as well as shift its seasonality. It is likely that even greater challenges will come from the dynamics of human behavior. Population growth is perhaps the most obvious threat to sufficient water supply but it goes hand in hand with changing norms and evolving activities, leading to increasing competition among use for agriculture, industry, leisure, and domestic activities. Influencing production and distribution are societal rules and norms such as pricing schemes, regulations, and property rights that determine who gets how much water and when. Appropriate solutions to oversee water use will contribute to efficient and equitable distribution. Poor management can aggravate shortages, increase social and economic disparities, and is a potential source of deadly international conflict.Mountain regions are generally considered to be the 'water towers of the world' not only because they receive important quantities of precipitation, but also because this water is then stored there in the form of snow and ice. Populations living in mountains have a very long history of overseeing this precious resource and can be the source of important knowledge about solving the dilemmas of managing a public good that knows no boundaries and can therefore be diverted and traded. Resources governed by natural processes in this way become inextricably linked with political and economic forces. (...)
The pattern of environmental governance is changing as national governments are under stress from new political agents. In addition to the traditional nation state centered policy-making system, including international cooperation, political power is also exercised on the trans-national and local levels of society. A simultaneous movement of political power is also exercised on the trans-national and local levels of government and downward to local communities. Sub national units such as local governments, civic organisations and even loosely constructed networks introduce their own environmental policies. Global sustainability problems are created by the interaction of all societal levels, and a new politics of sustainability involving local, national, regional as well as global efforts must be implemented to solve these problems. National governments have responsed to this situation by introducing programs promoting ecological modernisation as well as new policy instruments that involve communities and other actors. The Baltic Sea Region (BSR) is an area of special concern both from an environmental point-of-view as well as from a governance point-of-view. The sea itself is highly vulnerable to pollution. At the same time the region is an ideal setting for the research because it has introduced several new fora for sustainable decision making, while showing considerable strength in existing administrative and political structures.
