Am 6. Januar 2014 zerstörte das staatliche Amt für Forstwirtschaft und das chinesische Hauptzollamt in Dongguan in der südchinesischen Provinz Guangdong 6,1 Tonnen Elfenbein vernichtet. Die chinesische Regierung setzte mit der Zerstörung des beschlagnahmten Elfenbeins ein Zeichen im Kampf gegen den illegalen Elfenbeinhandel. Die internationale Gemeinschaft begrüßt die Aktion der chinesischen Regierung. Vertreter hochrangiger Organisationen wie dem Washingtoner Artenschutzübereinkommen (CITES), der World Customs Organization, der US-Botschaft in China und internationale Naturschutzorganisationen wie der IFAW (Internationaler Tierschutz-Fonds) nahmen an dem öffentlichen Event teil.
Event organisers are probably already familiar with many of the measures presented in these Guidelines. Some organisers may have tried them out in practice themselves. However, a number of factors determine which specific measures can actually be considered (e.g. character of the proposed event, conditions at the venue, available budget). Am 10. April 2008 erhielt das Umweltbundesamt (UBA) in Dessau-Roßlau die EMAS-Registrierungsurkunden aus der Hand vom Präsidenten der Industrie- und Handelskammer (IHK) Halle-Dessau, Albrecht Hatton. Für sein umfangreiches Umweltmanagement nach dem europäischen Umweltaudit-Systems „EMAS” (Eco Management and Audit Scheme) ist das UBA jetzt mit seinem Dienstsitz in Dessau-Roßlau sowie drei weiteren Standorten in Berlin-Grunewald, Berlin-Marienfelde und Langen bei Frankfurt a.M. offiziell im EMAS-Register der IHK Halle-Dessau eingetragen. Das bestätigt offiziell, dass das UBA die hohen Anforderungen der EMAS-Verordnung erfüllt. Damit darf das UBA das EMAS-Logo tragen, die höchste europäische Auszeichnung für betrieblichen Umweltschutz. „Das Umweltbundesamt ist seit 1996 die 119. Organisation und die erste Behörde überhaupt, die in unserem IHK-Bezirk nach EMAS validiert wurde. Damit erfüllt das Umweltbundesamt nicht nur formale selbst gestellte Verpflichtungen, sondern stärkt gleichzeitig seine Rolle als Vorreiter in Sachen Umweltschutz und setzt sich erneut auch regional, wie hier in Sachsen-Anhalt, für die gewerbliche Wirtschaft ein und unterstützt die Umweltallianz.”, so IHK-Präsident Albrecht Hatton. „Wir verwirklichen Umweltschutz konsequent auch im eigenen Haus. Unser Umweltmanagement erfüllt bereits seit Jahren die EMAS-Anforderungen. Das trägt erheblich zur Glaubwürdigkeit des UBA bei und stärkt unsere Position in der umweltpolitischen Diskussion”, sagte UBA-Präsident Prof. Dr. Andreas Troge bei der Übergabe der IHK-Urkunden. „Systematisches Umweltmanagement tut nicht nur Unternehmen gut, auch Behörden sollten mit gutem Beispiel vorangehen”, so Troge. Eine wesentliche Voraussetzung für das erfolgreiche Umweltmanagement des UBA sei, dass es vollständig in die Aktivitäten, Abläufe und Zuständigkeiten innerhalb des Amtes integriert ist. Dies schließt eine an Energie- und Ressourcenschutz orientierte Liegenschaftsbewirtschaftung ebenso ein wie eine umweltverträgliche Beschaffung und Veranstaltungsorganisation. In den letzten Jahren kümmerte sich das UBA besonders um ein umweltorientiertes Mobilitätsmanagement. Dies zielt darauf, Umweltbelastungen bei Dienstreisen, Arbeitswegen, dem Besucherverkehr sowie Dienstwagen zu verringern. Vor allem Video- und Telefonkonferenzen an Stelle von Dienstreisen sowie die Unterstützung von Mitfahrgelegenheiten tragen bisher dazu bei.
Gemeinsame Presseinformation mit dem Bundesumweltministerium Neuer Leitfaden für die umweltgerechte Organisation von Tagungen, Kongressen und anderen Veranstaltungen Konferenzen und andere Veranstaltungen können die Umwelt in sehr unterschiedlicher Weise beeinflussen – etwa durch die Reisetätigkeit der Besucherinnen und Besucher oder den Verbrauch von Strom, Wasser oder Papier. Wie sich dabei negative Wirkungen auf die Umwelt vermeiden lassen, zeigt ein neuer, kostenloser Leitfaden des Bundesumweltministeriums (BMU) und des Umweltbundesamtes (UBA). Zehn Handlungsfelder stehen im Fokus: Besonders wichtig ist die mit Veranstaltungen verbundene Reisetätigkeit. Weitere Aspekte für eine umweltgerechte Veranstaltung sind der geringe Verbrauch an Papier, Wasser und Strom sowie die Reduzierung der Abfälle. Und auch beim Catering können Veranstalter etwas für die Umwelt tun - zum Beispiel, indem sie auf ökologisch angebaute Produkte achten. Grundlage für den aktualisierten Leitfaden sind Erfahrungen, die das BMU und das UBA speziell bei der Organisation der Veranstaltungen im Rahmen der deutschen EU-Ratspräsidentschaft und des G8-Vorsitzes im Jahr 2007 gesammelt haben. Dort kam bereits die erste Ausgabe des Leitfadens zum Einsatz. Eine Umfrage ergab überwiegend positive Reaktionen auf diese Arbeitshilfe. Die meisten Befragten charakterisierten den Vorgängerleitfaden als sehr nützlich. Nun liegt er aktualisiert vor und kann der umweltgerechten Vorbereitung verschiedener Veranstaltungen aller Bereiche dienen – ob in der Politik, im Sport, in der Kultur oder der Wirtschaft. Die Neufassung enthält nun auch ein Kapitel zum Umweltmanagement bei Großveranstaltungen.
Eine ganze Reihe der in diesem Leitfaden vorgestellten Maßnahmen dürfte OrganisatorInnen von Veranstaltungen bereits bekannt sein. Einige OrganisatorInnen haben diese wahrscheinlich auch schon selbst in der Praxis getestet. Dabei hängt es von vielen Faktoren ab (z. B. Charakter der geplanten Veranstaltung, Bedingungen am Veranstaltungsort oder verfügbares Budget), welche konkreten Einzelmaßnahmen tatsächlich berücksichtigt werden können. Der Leitfaden soll OrganisatorInnen entsprechende Anregungen geben und sie bei ihrer Arbeit unterstützen. Die nachfolgenden Bereiche werden als relevante Handlungsfelder für eine umweltgerechte und sozial verträgliche Gestaltung von Konferenzen und Veranstaltungen angesehen: Diese 2015 veröffentlichte Fassung des Leitfadens ist Bestandteil des Maßnahmenprogramms Nachhaltigkeit der Bundesregierung (Beschlussfassung 2015). 2020 wurde eine überarbeitete Auflage des Leitfadens herausgegeben (siehe Link unten). The Waste Prevention Programme of the federal government with the participation of the states, which was first adopted in 2013, has been updated in 2021. Dialogue with various actors plays a decisive role in the implementation of the programme. To this end, the dialogues on the Waste Prevention Programme II took place in 2021 and 2022. In a total of eight dialogues with different thematic focuses, concrete approaches to the implementation of waste prevention measures were discussed. Dialogues one and two dealt with waste prevention in the area of textiles. Dialogues three and four dealt with disposable articles. The topic of waste prevention in event management was examined in dialogues five and six. Dialogues seven and eight concluded with discussions on educational measures for waste prevention and intercultural communication. About 30 people took part in each dialogue who have points of contact with the topic of waste prevention through their work or other commitments. Participants included representatives of the economy, politics and administration, research, civil society and associations. The dialogues were preceded by a situation analysis in which existing approaches and obstacles to waste prevention in the topic area were examined. At the end of each situation analysis, there were several theses that summarised the contents of the analysis. The dialogues always consisted of a webinar and a subsequent workshop. During the webinar, the findings of the situation analysis were explained and the participants had the opportunity to vote on the focus of the workshop with the help of the theses derived from the situation analysis. At the beginning of the workshops, there were always two to four short talks by people with a background in the according thematic field who gave the participants an initial stimulus. In the second phase of the workshop, participants had the opportunity to actively participate and share their thoughts using an online collaboration tool. A protocol and thematic support material, which was discussed with the participants during the dialogue, were published for each dialogue. The following report summarises all eight dialogues and ends with a conclusion. Liebe Leserin, lieber Leser, mit der zweiten Ausgabe unseres Newsletters „AGEE-Stat aktuell“ informieren wir über die Entwicklung der erneuerbaren Energien im ersten Halbjahr 2016. Darüber hinaus berichten wir über das Fachgespräch der AGEE-Stat zur installierten Leistung von Windenergieanlagen in Deutschland. Eine interessante Lektüre wünscht das Team der Geschäftsstelle der AGEE-Stat am UBA Die Entwicklung erneuerbarer Energien im ersten Halbjahr 2016 Der Ausbau der erneuerbaren Energien in Deutschland schritt auch im ersten Halbjahr 2016 voran. Wie der zweite Quartalsbericht der AGEE-Stat aufzeigt, wurden sowohl im Strom- als auch im Wärmesektor mehr Energie aus Sonne, Wind und Co. genutzt. Der Endenergieverbrauch aus biogenen Kraftstoffen ist dagegen im Vergleich zum ersten Halbjahr 2015 leicht rückläufig. Nach dem Rekordjahr 2015 ist auch im ersten Halbjahr 2016 ein Anstieg der regenerativen Stromerzeugung zu verzeichnen: Im Vergleich zum ersten Halbjahr 2015 wuchs die Stromerzeugung aus erneuerbaren Energien um 2,9 Terawattstunden (TWh) auf 96,6 TWh. Dies entspricht einer Steigerung von 3,1 Prozent. Zurückzuführen ist dies vor allem auf den Ausbau der Leistung im Bereich der Offshore-Windkraft im letzten Jahr. Insgesamt wurden im ersten Halbjahr 2016 Windenergieanlagen mit einer Leistung von 1.952 Megawatt (MW) installiert – dies sind insgesamt 905 MW weniger als im Vorjahreszeitraum. Unterschiedliche Entwicklungen nahmen dabei On- und Offshore Anlagen: Während der Zubau der Windenergie an Land über Vorjahresniveau liegt, wurden im ersten Halbjahr 2016 deutlich weniger Offshoreanlagen installiert als im Jahr 2015. Im Bereich der Photovoltaikanlagen gab es eine weiterhin rückläufige Entwicklung: Hier lag die neu installierte Leistung im ersten Halbjahr 2016 bei 514 MW und damit 100 MW unter dem Vorjahresniveau. AGEE-Stat-Fachgespräch zur Windkraftleistung Mit den energieträgerspezifischen Ausbaukorridoren des Erneuerbare-Energien-Gesetzes (EEG) gewinnt die detaillierte Erfassung der installierten Leistung weiter an Bedeutung. Vor diesem Hintergrund fand am 31. Mai 2016 ein AGEE-Stat-Fachgespräch zum Thema „Zeitreihen der installierten Windenergieleistung in Deutschland“ statt. Neben dem Bundeswirtschaftsministerium (BMWi), der Bundesnetzagentur (BNetzA) und dem Statistischem Bundesamt (StaBA) nahmen auch Vertreterinnen und Vertreter von privatwirtschaftlichen und wissenschaftlichen Organisationen an der Veranstaltung teil. Ziel des Fachgespräches war es, die verfügbaren Datenquellen vergleichend zu diskutieren und eine für die Zukunft tragfähige, energiestatistische Zeitreihe abzustimmen.

Among its further tasks is the search for a repository especially for heat-generating radioactive waste. Managing directors are Ursula Heinen-Esser (Chair), Dr. Ewold Seeba (Deputy Chair), and Prof. Dr. Hans-Albert Lennartz (Commercial Manager). The reorganisation in the field of radioactive waste disposal does not mark a change from the past project goals. The private sector, federally-owned company can take advantage of new possibilities to achieve the project goals more effectively. In the company, technical expertise is concentrated and synergies are exploited. In the near future, the DBE (German Company for the Construction and Operation of Repositories for Waste Materials) and the Asse-GmbH will merge with the BGE. Thus it will be ensured that the field of radioactive waste disposal will become a governmental responsibility. Safety and competence will continue to have top priority. Die Methodenentwicklung für die eventuelle Anwendung der planungswissenschaftlichen Abwägungskriterien im Schritt 2 der Phase I des Standortauswahlverfahrens erfolgt praxisnah anhand von Teilgebieten.
